(binhthuan.gov.vn) On the afternoon of Marh 02, the PPC held the Announcement Ceremony for Decision on Establishing the Agriculture and Rural Development Project Management Board of Binh Thuan Province. Attending the Ceremony, there were comrades: Do Huu Quy – Vice Chairman of Provincial People’s Council, Nguyen Duc Hoa – Vice Chairman of Provincial People’s Committee; representative of local departments and authorities in the province.

At the Ceremony, Mr. Do Thai Duong – Deputy Director of Home Affairs Department said: According to Decision no: 406/QĐ-UBND dated 21/02/2020 of the PPC, the Agriculture and Rural Development Project Management Board of Binh Thuan Province (hereinafter referred to as the Provincial Agriculture PMB) is established on the basis of merging the Basic Investment and Construction Project Management Board of the Rural Development Branch with the Agriculture and Rural Development Project Management Board of the Department of Agriculture and Rural Development, and upgrading and reorganizing it to a public non-business unit of the PPC. Mr. Phan Thanh Hoang – Manager of the Rural Development Branch of the Department of Agriculture and Rural Development is maneuvered and assigned to the position of Director; Mr. Thai Duc Hung, Mr. Nguyen Ngoc Dong, Mr. Nguyen Thanh Trung held the positions of Deputy Director of the Board.

The Provincial Agriculture PMB has the function of being the investor of specialized agriculture and rural development projects using the state budget capital, off-budget capital when it is assigned. It receives and manages the use of capital for investment and construction in accordant to the laws. It exercises the rights and obligations of investor, project management unit as prescribed in Articles 68, Articles 69 of the Construction Law and other relevant provisions. It performs the other functions as assigned by the PPC and implements the project management tasks as prescribed in Article 8, Circular no 16/2016/TT-BXD. Simultaneously, it may hand over the completed construction works to the investor and owner, or directly managing, exploiting and using the completed works as requested by the investment deciders. Accepting project management entrustment from other investors when it is required and having sufficient capacity to perform on the basis of ensuring the fulfillment of managing missions of other assigned projects.

Giving his speech at the Announcement Ceremony, Vice Chairman of the PPC – Nguyen Duc Hoa congratulated the comrades who were appointed to the leader of the Provincial Agriculture PMB. At the same time, he requested the Provincial Agriculture PMB, based on its assigned functions and missions, must better the quality management task of the construction works, ensuring the progress of the agriculture and rural development projects in the province. In addition, the Project Management Board must ensure the professionalism, the management capacity, and strengthen the managing tasks to strictly comply with the regulations on raising the efficiency of using capital in investing and constructing the agriculture and rural development projects, which makes important contribution to the socio-economic development of the province.
