Bac Binh district strengthens the state administration on minerals

(binhthuan.gov.vn) Based on the actual situation of mineral activities in the district, the People's Committee of Bac Binh district has just developed a plan for state administration on minerals in the district in 2023.

 

Accordingly, the People's Committee of Bac Binh district has requested the People's Committees of communes, townships, agencies and divisions to thoroughly grasp and organize the strict implementation of the provisions of the law on mineral resources; raise the responsibilities of state management agencies, People's Committees of communes and townships in the protection of unexploited minerals. Propagating and disseminating the provisions of the law on minerals; raising awareness and responsibilities of individuals and organizations engaged in mineral exploitation activities and people in areas with minerals. Strictly handling illegal mining, transport, storage and consumption of minerals; under their competences, handling organizations and individuals that violate the contents of mineral mining licenses already granted by competent authorities.

 

The plan of the People's Committee of Bac Binh district also states that the objects that need to be protected are all kinds of minerals in the district, including: construction stone, split stone, construction sand, sand and gravel for the ground, soil and stone for road construction, river bed sand, brick and tile clay, etc… collectively referred to as common building material minerals and other minerals (if any).

 

Focusing on inspection at hotspots of illegal mineral extraction; mineral extraction points serving the construction of the expressway; bordering areas; areas with large mineral reserves; areas with many projects and works using minerals as common building materials; areas where illegal mineral activities often take place that the press, radio and people reported;

 

Carrying out the clearance, prevention and handling of illegal mining, transport, storage and consumption of minerals as soon as it is detected or received information. Timely reporting to the Provincial People's Committee for direction in case it is impossible to prevent or exceed the handling competence as prescribed by law.

Coordinating between all levels, agencies and localities to seriously, drastically and synchronously implement tasks and solutions to handle the situation of mining, transporting, storing and consuming illegal construction material in accordance with responsibilities and authorities. In which, focusing at the points that have been checked and handled by the functional forces to prevent recurrence (severely handling if recidivism is detected, including criminal penalties if eligible) and cases that are directed by Provincial People's Committee. At the same time, strictly handling cadres and civil servants who participate in, cover up or abet illegal mining activities.

 

Strengthening the propaganda, dissemination and education of the law on minerals and effectively implementing the Resolutions, Directives, Plans and the directions and conclusions of the District Party Committee, the Standing Board of the District Party Committee, Permanent District Party Committee on strengthening leadership in state administration in the field of minerals; raising awareness and responsibilities of individuals and organizations engaged in mineral exploitation activities and people in areas with minerals.

 

Consolidating and supplementing the district's and commune's inter-sectoral inspection teams for inspecting and handling illegal mineral activities.

 

Inspecting the observance of the provisions of the law in the field of minerals with respect to mineral mines that have been licensed by the competent authorities. Promptly handling or reporting to the Provincial People's Committee for cases of violations in terms of mining areas and reserves permitted to be exploited, violations of the implementation of procedures in the field of minerals as prescribed by law...
