Binh Thuan basically ensures the disbursement of public investment capital

According to the Provincial People's Committee, the cumulative estimated
disbursement of public investment capital as the end of January 2023 under the
2022 plan reaches 96.37% of the assigned plan, basically ensuring the
disbursement progress as directed by the Government, Resolution of the
Provincial People's Council.
Determining
that disbursement of public investment capital is one of the key political
tasks, the Provincial People's Committee has promptly implemented the central
directive documents and issued many documents directing the departments, agencies,
localities and investors to accelerate the implementation and disbursement of
public investment capital in 2022.
In
order to ensure the disbursement rate of investment capital from the state
budget in 2022 reaching 95 - 100% of the plan assigned by the Prime Minister
and disbursing 100% of the provincial budget; the Chairman of the Provincial
People's Committee has directed to accelerate the implementation of
administrative solutions in performing the local financial and budget tasks in
the last months of 2022; which requires departments, agencies and localities to
focus on a number of tasks and solutions for the development investment expenditure
such as: Assigning the investors, the Project Management Board to expeditiously
summarize the documents to complete the payment procedures for the remaining
unpaid expenses for the projects that have had decisions approving the
finalization of investment capital of completed projects; at the same time, to complete
the dossier as soon as the volume is checked and accepted and sent to the State
Treasury where the transaction is made to complete payment procedures in order
to speed up the disbursement of public investment capital in 2022; avoiding the
delay in completing the payment documents for the year to accumulate at the end
of the year that affects the verification and approval of the completed
project's finalization and avoiding the case of transferring investment capital
to the next year for the payment procedures which increases the budget balance.
The Chairman of the Provincial People's Committee also has assigned the State
Treasury of Binh Thuan to closely coordinate with the investors and the Project
Management Board to handle arising problems, shortens the control time to pay
in the shortest time for projects that are eligible for disbursement.
In
2022, the total allocated capital was 5,594,114 million VND. Accumulation of
capital payment from the beginning of the year to the end of the previous month
was 4,126,673 million VND, reaching 73.77% of the assigned plan. The estimated
accumulated capital payment from the beginning of the year to the end of
January 2023 was 5,391,115 million VND, reaching 96.37% of the assigned plan.
