Organizations and individuals enjoy the best benefits through public administrative services, social security and access to commercial services through electronic identification. The implementation of Project 06 has great role, meaning and importance. This is one of the key tasks, creating a foundation for State administrative management in a modern direction, contributing to the development of e-Government, digital government, digital society and digital economy.

25/25 essential public services serve people and businesses

Through the first 6 months of 2023 implementing Project 06 in the province, departments, agencies and localities have actively advised, directed and organized the implementation of Project 06 seriously and basically on schedule according to the set schedule. The Provincial People's Committee, the Working Group for the implementation of Project 06 have promptly directed units and localities to focus on drastically implementing the cleaning of specialized data with the national population database, the issuance of citizen identification, the issuance of electronic identification accounts, the implementation of online public services, etc., ensure an adequate and accurate source of citizen information for data sharing and connection.

Up to now, the whole province has implemented 04/17 tasks in 2023 of Project 06, deployed 25/25 essential public services to serve people and businesses; in which, 11/11 public services of the police; 14/14 public services of departments and agencies. Collecting, reviewing and synchronizing 1,475,203 permanent residents into the national population database system; granting citizen identification reached 100%, providing electronic identification accounts reached 109.5% of the target assigned by the Ministry of Public Security; receiving and settling 236,771 records on the public service portal, exploiting and using citizen information in the national population database to serve administrative procedures; creating favorable conditions for people in travel and transactions, contributing to the reform of the State's administrative procedures.

Group of utilities for economic and social development

One of the goals of Project 06 is to help minimize the time to settle administrative procedures for citizens and saving money for the State in medical examination and treatment.

In order to create favorable conditions for people and medical facilities when performing medical examination and treatment with a chip ID card to replace the health insurance card, the Provincial People's Committee has directed medical facilities and hospitals to use citizen identification cards with electronic chips integrated with health insurance in medical examination and treatment. At the same time, equipping a QRCode reader according to the standards of the Ministry of Information and Communications to serve citizens for medical examination and treatment with chip-integrated citizen identification cards or VNeID applications, ensuring 100% implementation in the province.

In the first 6 months of the year, the number of people participating in medical examination and treatment covered by health insurance with their electronic chip-integrated citizen IDs was 86,743 cases; in which, the number of successful search on the portal for medical examination and treatment is 67,731 cases; the number of insured people who are authenticated and synchronized with their citizenship - personal identification with the national population database is 200,627 cases. Accumulated to June 15, 2023, the number of people participating in health insurance with electronic chip identification is 133,708 cases; in which, successful search is 104,779 cases; the number of insured people with verified and synchronized citizen identity - personal identification in accordance with the national population database in the province is 931,632/1,025,325, reaching the rate of 91%.

The Health authorities have signed up to receive vaccine passports for 30,495 cases. Accumulated to June 15, 2023, the vaccine passports have been signed for 1,083,126/1,123,137 cases (reaching 96.4%) and the number of health records that have been created and identified for internal and external patients is 1,553,742 records/1,553,742 people. Updating 6,134 driver health certificate data on the inter-connected medical insurance assessment portal of the Ministry of Health to synchronize with the system of the Ministry of Transport to serve the implementation of online public services for renewal and re-issuance of driving licenses.

Currently, the Department of Health is in the process of applying for an approval to purchase QRCode reader devices on the electronic chip-integrated citizen ID card to serve medical examination and treatment with health insurance to equip 18 public non-business units for medical examination and treatment at the provincial and district levels and 12 regional general clinics, medical stations with medical examination and treatment covered by health insurance in the province.
