Binh Thuan province to fight illegal, unreported and unregulated fishing

The Provincial People's Committee has just issued a plan to implement key and
urgent tasks on fighting illegal, unreported and unregulated fishing in Binh
Thuan province.
The
plan clearly defines the immediate tasks and responsibilities of agencies,
units and localities in fighting IUU fishing, overcoming the recommendations of
the European Commission (EC) in the province to focus on achieving results,
contributing to the whole country’s removal of the EC's "Yellow Card"
warning, towards building up the fisheries with responsibilities, sustainable
development and international integration.
The
objective of the Plan is to resolutely put an end to the situation of fishing
vessels and fishermen in the province violating illegal fishing in foreign
waters. Accordingly, relevant agencies, units and localities in the province
must require 100% of fishing vessel owners and captains operating in the high
seas to sign commitments on not to violate foreign waters; at the same time,
firmly grasping the area, monitoring and listing fishing vessels with high risk
of violating foreign waters for the strict management and control; monitoring,
inspecting and controlling 24/7 for 100% of fishing vessels operating in the
high seas through the fishing vessel monitoring system to detect, prevent and
promptly handle fishing vessels that cross the permitted fishing boundary on
the sea.
In
order to manage the fleet and monitor, inspect and control fishing vessel activities,
agencies and units must review and make statistics on the entire number of
fishing vessels in each locality; completing 100% of the registration, marking
of fishing vessels, issuance of fishing licenses and installation of Vessel
Monitoring System (VMS) according to regulations; updating 100% of fishing
vessel data into the National Fisheries Database; making a list of fishing
vessels at high risk of violating IUU fishing according to regulations; inspecting
and controlling 100% of fishing vessels entering and leaving the wharf;
ensuring VMS equipment operates continuously 24/24 hours from the time the
fishing vessel leaves the port to the time it arrives at the port; controlling
100% of fishing vessels of other provinces docked for certification but carry
out certification at another province; completing the installation of monitoring
system on fishing vessels and support the cost of purchasing and installing
cruise monitoring system for fishermen.
Carrying
out the confirmation, certification and traceability of caught seafood in
accordance with regulations, ensuring that 100% of records of export shipments
can be traced the origin of exploited seafood materials. Developing and
organizing peak patrols, inspections and control activities at sea, at fishing
ports, fishing wharfs and anchorages in order to detect, prevent and strictly penalize
100% of IUU fishing behaviors according to regulations.
