(binhthuan.gov.vn) Chairman of the Provincial People's Committee - Le Tuan Phong has just signed and promulgated a plan to implement the project for ensuring the order of the traffic safety corridor and completely handling the self-opening passages crossed the railway according to Decision no 358/QĐ-TTg dated 10/32020 of the Prime Minister.

As planned, at the end of 2021, the province will continue to coordinate with railway units to regularly inspect and implement the effective measures to protect and ensure safety at the self-opening passageways that are eliminated and at the places that are under guarding; not allowing any dismantling of self-opening passageways that are fenced and eliminated. In the period from 2021 to the end of 2025, all remaining self-opening passages will be eliminated (including places under guarding); at the same time, continuing to take the effective measures to prevent the dismantling of fenced and eliminated self-opening passages crossed the railway throughout Binh Thuan province.

Chairman of the Provincial People's Committee assigns the People's Committees of the districts: Tuy Phong, Bac Binh, Ham Thuan Bac, Ham Thuan Nam, Ham Tan, Tanh Linh and Phan Thiet city to review the land areas in the railway traffic safety corridor that have granted certificates of land use rights to organizations or individuals for advising and proposing the Provincial People's Committee suitable measures to recover the allocated land areas in accordance with the law. Directing, inspecting and urging affiliated agencies and units to coordinate with railway management agencies in reviewing, making statistics and classifying the violation constructions, works affecting railway traffic safety. At the same time, taking measures to protect, prevent encroachment and re-encroachment on the railway traffic safety corridor and ensure railway traffic order and safety; correcting the allocation and lease of land and the use of land in violation of regulations on safety protection of railway traffic corridors. Implementing strict forms of handling against organizations and individuals that illegally encroach or re-encroach or use land reserved for railway traffic safety corridors.

The Department of Transport shall coordinate with specialized agencies of the Ministry of Transport to build railway crossings and overpasses to eliminate self-opening passages. Coordinating with the Provincial Traffic Safety Committee, units of the railway sector and the People's Committees of localities where the railway passes through to regularly inspect and take effective measures to ensure safety at intersections between roads and railways, especially at crossroads with complicated and dense traffic situations.

Provincial Public Security shall direct local police units to regularly inspect self-opening passageways, promptly prevent and handle cases of sabotage of railway works, fenced and eliminated self-opening walkways, opening new passages; inspecting and handling vehicles going through the crossing passages violating the Law on Railways and the Law on Land Road Traffic.
