In order to strictly implement the Prime Minister's direction on combating IUU
fishing, overcome the EC's recommendations in the management of fishing fleets
to remove the EC's "Yellow Card" warning. At the same time, to ensure
safety for people and fishing vessels operating at sea, the provincial specialized
agencies will coordinate with localities to carry out the inspection plans to
evaluate the current status and issue registration, temporarily registration for
"03 no" fishing vessels in the province.
Accordingly,
the provincial specialized agencies will coordinate with localities to inspect

registration for "03 no" fishing vessels in the province, and ensure
the completion of registration and temporary registration for "3 no"
fishing vessels before March 15, 2024. The Provincial Border Guard shall
coordinate with the Sub-department of Fisheries and local authorities to
organize the notification, propaganda, and guidance to ship owners and
fishermen who have unregistered fishing vessels to immediately conduct the registration
and temporary registration.
The
subjects of inspection are fishing vessels that has been registered by the
district People's Committee according to previous decentralization but has not
yet been re-registered according to the provisions of the Law on Fisheries 2017;
fishing vessels arising from new construction, conversion, purchase and sale with
legal papers but have not been registered; fishing vessels that were registered
but deleted are still operating; fishing vessels traded without origin
documents; newly built or converted fishing vessels without permission from
competent authorities; fishing vessels that have been registered for purchase
and sale, have changed owners, have not yet carried out name transfer procedures
but have converted; newly built or converted fishing vessels at facilities in
the province, that do not have the certificate of eligibility for new building
or conversion of fishing vessels, so they do not have the factory release
certificate.
Fishing
vessels purchased from outside the province have not been re-registered due to
lack of written approval from the competent authorities; no document
transferring the fishing license quota from the province selling the vessel or
the province's offshore fishing license quota has expired (for fishing vessels
with the length of 15 m or more); fishermen who buy a boat can convert the
fishing boat themselves without transferring the name or re-registering the
fishing boat; fishermen convert their own fishing vessels without transferring
the name or re-registering the fishing vessel.
After
inspecting and evaluating the current status of the "3 no" fishing
vessels, the provincial specialized agencies will coordinate with localities to
guide fishermen in carrying out procedures for granting temporary fishing
vessel registration certificates and issuing the Certificates of temporary registration
of fishing vessels for fishermen.
