Binh Thuan to implement the key administrative procedure reform tasks from now until the end of 2023

The Chairman of the Provincial People's Committee (PPC) has just issued a dispatch
requesting the Heads of specialized agencies under the PPC, the Binh Thuan
Industrial Zones Authority and the Chairmpersons of the People's Committees of
districts, towns and cities to implement the key administrative procedure
reform tasks from now until the end of 2023 to promptly implement the directions
in Conclusion No. 372/TB-VPCP dated 11/9/2023 of the Government Office on the
conclusion of the Deputy Prime Minister Tran Luu Quang - Head of the Prime
Minister's Administrative Procedure Reform Working Group at the first meeting
of the Working Group on 08/9/2023 and Official Dispatch No. 74/TCTCCTTHC dated 19/9/2023
of the Administrative Procedure Reform Working Group.
Accordingly,
the Chairman of the PPC requests the Heads of specialized agencies under the PPC,
the Provincial Industrial Zones Authority and the Chairpersons of the People's
Committees of districts, towns and cities to well carry out the impact assessment
of administrative procedures. Strengthen the review of current administrative
procedures in order to promptly detect shortcomings and limitations to advise
the PPC to propose to ministries and central branches to consider adjustments.
On
the other hand, advise timely, fully and accurately publication of
administrative procedures within the scope of management functions; at the same
time, chair over and coordinate with the PPC Office to review and clean all
administrative procedures under its jurisdiction that have been announced and
published on the National Database on Administrative Procedures, ensuring
accuracy, completeness, timeliness and compliance with regulations (for
specific administrative procedures). Due date: within October 2023.
The
Chairman of the PPC also requests to focus on reforming internal administrative
procedures and processes to overcome the situation of avoiding and shifting
responsibility. Decentralize strongly in resolving administrative procedures
within units and localities according to prescribed authority. Deploy the
review and simplification of internal administrative procedures in State
administrative agencies within the scope of management functions of the PPC,
ensuring completion of review of at least 50% of internal administrative
procedures within the scope of management, propose plans to simplify at least
20% of administrative procedures and cut off 20% of administrative procedure compliance
costs. Due date: December 2023.
In
addition, it is necessary to improve the effectiveness of coordination between
agencies and units in resolving administrative procedures, avoiding arising
procedures that cause trouble for people and businesses. Organize and strictly
implement the reception, handling, and removal of difficulties and problems
related to administrative procedures. On a monthly basis, publicize the results
of assessing the quality of services according to Decision No. 740/QD-UBND dated
18/4/2023 of the Chairman of the PPC for the observation and supervision of
organizations and individuals.
