Completely solving the obstacles of wind power and solar power projects in the province

(binhthuan.gov.vn) On April 1, 2021,
the Government issued Decree No. 51 on mineral management in the national
mineral reserve areas. Implementing the Decree, the Provincial People's
Committee (PPC) has directed the Department of Natural Resources and
Environment and the Department of Planning and Investment to implement and
guide investors whose projects are included in the titanium reserve master plan
to complete the relevant procedures for project implementation, including wind
and solar power projects in the province. However, up to now, the settlement of
obstacles and completion of procedures according to Decree 51 of the Government
and relevant procedures to put the works into operation and use is still very
slow and has not been completely resolved by the relevant departments and
agencies.
In order to facilitate the investors
to soon complete the relevant procedures to deploy the construction investment
and put the project into operation, generating commercial power in accordance
with regulations, the Chairman of the PPC has just requested relevant
departments, agencies, People's Committees of districts, towns and cities to
focus on solving obstacles of wind power and solar power projects in the
province.
Accordingly, the People's Committees
of relevant districts, towns and cities shall review and definitively resolve
problems and obstacles related to the works of compensation, site clearance of
wind, solar power projects in the area. The Department of Agriculture and Rural
Development shall chair over and coordinate with relevant departments and
agencies in reviewing the projects with the change of forest use purposes to
solve problems and obstacles, and guide the implementation of procedures in
accordance with regulations.
The Chairman of the PPC also requests
the Department of Natural Resources and Environment and the Department of
Planning and Investment to urgently implement the policy of the Provincial
Party Committee, the direction of the PPC, and apply it appropriately and
closely to solve difficulties and obstacles to create favorable conditions for
wind power and solar power projects located in the titanium reserve planning
area to complete the relevant procedures. Results shall be reported to the PPC
before December 05, 2021.
