Criteria on the requirements for disaster prevention and control in the use of buildings and houses

Provincial People's Committee has just issued a Decision stipulating the criteria
on requirements for natural disaster prevention and control in the use of buildings
and houses owned by households and individuals in the province.
Accordingly, areas at risk of
landslides and flash floods (areas of river beds, along rivers and streams; areas
with unsafe topography and geology have been identified and recommended by
competent authorities) are not allowed to build constructions or houses.
In areas where frequent flooding
occurs, construction of works and houses must be ensured with the following
components: Foundations made of reinforced concrete, brick or stone; columns,
walls made of reinforced concrete, brick or stone, iron, steel or durable wood;
floors made of reinforced concrete or durable wood; roofs made of reinforced
concrete or materials of good quality, ensuring the ability to prevent and
avoid storms; The floor must be designed higher than the highest flood level
(according to the observation or monitoring within 5 years or more) at the
construction site.
In areas where lightning often occurs,
it is necessary to install lightning protection systems for buildings and
houses according to regulations.
