(binhthuan.gov.vn) So far, in the province, there are 05 petroleum trading branches of wholesale traders, including: Binh Thuan Petroleum Branch of Ba Ria - Vung Tau Petroleum Company Limited, Binh Thuan Petroleum - Oil Joint Stock Company, Duong Dong - Binh Thuan Co., Ltd., Branch of Ho Chi Minh City Petroleum Company Limited, Branch of Investment and Trade Corporation. In addition, our province also has 03 petroleum distributors, namely Hiep Thinh Petroleum Trading Company Limited, Tran Vu Joint Stock Company and Binh Thuan Agricultural Service Joint Stock Company.

In general, the petroleum business situation of traders in the province is stable and in order, strictly abides the State's regulations, creating jobs for people, and contributing to increase local budget; the organization of licensing petrol and oil business is carried out strictly according to the one-stop mechanism, ensuring the settlement in the prescribed time.

However, there are still some shortcomings in petroleum business activities in the province such as some petrol and oil trading enterprises that have not fully complied with the regulations on petrol and oil trading, especially the registration of distribution network, registration of sales time... Besides, domestic gasoline prices currently do not fully reflect the costs of petrol and oil trading, leading to the limitation in distribution of discount rates in the petroleum trading system, many petrol retailers do not receive discounts to cover costs and maintain business operations so they cannot ensure a continuous supply to the market.

Therefore, the Provincial People's Committee has proposed the Ministry of Industry and Trade to report to the Government to amend and supplement regulations on petroleum business, especially the regulation of discount rates in petroleum business to share benefits in a legitimate way with a reasonable discount rate for retailers, preparing plan to re-adjust business expenses with a normed profit in the base price from wholesale traders, distribution systems, and retail systems in order to stabilize the petroleum distribution system, contributing to the production and consumption of the people.
