Deployment of peak phase on propaganda and inspection of fire prevention and fighting safety in the province

(binhthuan.gov.vn) The Chairman of the Provincial People's Committee has just issued a dispatch to request departments, agencies, the provincial Fatherland Front and unions; People's Committees of districts, towns and cities; Agencies, units and enterprises to deploy a peak phase on propaganda and inspection of fire prevention and fighting safety in residential areas, households, houses for living in combination with production and business.

The peak phase on propaganda and inspection of fire prevention and fighting safety will take place from April 15, 2021 to October 15, 2021. Accordingly, requesting departments, agencies, unions, socio-political organizations and People's Committees of localities to deploy the propaganda in any form to promote the mobilization of people to perform well the regulations on fire prevention and fighting (PCCC). Focusing on propaganda about the responsibilities of the household hosts and people, measures for PCCC; the prohibited acts, PCCC violations; the causes and risks of fire and explosion; The typical fires causing serious damage to people and properties; basic knowledge about PCCC and rescue (CNCH); the management and use of electricity, fire sources, heat sources, flammable substances, explosives, devices with fire and heat generating capability, and the fire and explosion handling measures, escape and rescue skills and the use of common firefighting equipment; the development of typical person in the movement on PCCC of the entire population in the residential areas.

Besides, reviewing and determining at first are to focus on the houses of households with high risk of unsafety in PCC; Houses combined with production and business. Establishing an interdisciplinary inspection team including the Police Division of PCCC and CNCH, Police of communes, wards and townships, representatives of the communal People's Committee, the units of urban order management, electricity to organize the inspection combining with propaganda and guidance on PCCC safety for households and households associated with production and business; making minutes to clearly indicate the shortcomings and violations of PCCC and CNCH; requesting the hosts of household to sign commitments to ensure PCCC safety.

Chairman of the Provincial People's Committee also requested the Provincial Public Security to direct the professional and functional units, Police of districts, towns and cities to organize propaganda campaigns on PCCC and CNCH at residential areas and households; proactively preparing the list of specific subjects of PCCC safety inspection for advising the local People's Committees to well implement the State management responsibilities on PCCC in the areas; establishing teams to periodically and unexpectedly inspect the PCCC safety conditions at households, houses combined with production and business, promoting the core role in coordinating with relevant units to propagate, instruct, and inspect the safety on PCCC and CNCH.

In addition, at this dispatch, Chairman of the Provincial People's Committee also requested to strengthen fire prevention and fighting and rescue for high-rise buildings. In particular, requesting agencies, units, businesses, investors of high-rise and multi-storey buildings to regularly propagate, disseminate and remind officials, employees, households working and residing in the buildings to conducts regulations and rules on PCCC and CNCH; self-organizing the inspection and maintenance of  safe conditions for PCCC and CNCH, providing additional life-saving devices; performing well the preservation and maintenance of the fire protection system at the facility, not let the situation when fire occurs, but the escape system is ineffective, the PCCC and CNCH means are paralyzed, the local forces are not bringing into play, resulting in massive fire causing serious damage.
