(binhthuan.gov.vn) The Department of Information and Communications has just sent a dispatch requesting units and localities to seriously implement the application of technology solutions in COVID-19 prevention and control.

Accordingly, the Department of Information and Communications asked the Directors of the Departments, the heads of provincial-level agencies and units, the Chairmen of the People's Committees of the districts, cities and towns to learn the set of technology solutions for COVID-19 prevention and control in the new situation released by the Ministry of Information and Communications to focus on leading and directing the tasks of propaganda, advocacy, guidance and immediate implementation of necessary technology measures and solutions in accordance with each industry, each agency, locality and specific location to prevent the spread of the epidemic as much as possible, serving the work of zoning the epidemic quickly, accurately and effectively. In addition, synchronously implementing measures for COVID-19 prevent and control at the offices, meetings, households, schools, docks, stations and on public transport vehicles; implementing the "quarantine point registration" by QRCode for the units and hang/stick the issued QRCodes with instructions at all gates/entrances, meeting rooms, halls, citizen reception rooms ... of the agencies and units. At the same time, directing and requesting all officers, civil servants, public employees and workers using smartphones to install and use applications: Bluezone, NCOVI, VHD; complying the QRCode scanning when entering/exiting the offices, going to public places and mobilizing and guiding other people to do the same. Posting, and propagating the instructions for installing applications, electronic health declarations and regulations on QRCodes scanning at public places on the Portal/Website and official information channels on social networks managed by the agencies or units. Requiring all individuals and organizations to install and use Bluezone, NCOVI, VHD applications; scanning the QRCode before entering/exiting the office.

It is known that the set of solutions is chaired by the Ministry of Health, the Ministry of Information and Communications to direct the development, management and operation. It contains 5 main technology solutions that have been used in COVID-19 prevention and control, including:

1. Bluezone proximity detection application: The application records the contact history of Bluezone users with other users. Contact history data will only be used by health authorities in tracing and zoning in case of the user is an infected or suspected.

2. VHD Health declaration application for entering people: Health declaration for entering people via VHD application is mandatory. The declared information will help the authorities in controlling health status of immigrants, improving the effectiveness of epidemic prevention and control.

3. NCOVI voluntary health declaration management application: Allows each citizen to update his or her own and family's health status through voluntary health declaration. This information helps the authorities to detect early the possible risks to people who declared and promptly apply measures to support and prevent the possibility of epidemic spreading in the community.

4. System for recording arrivals/departures at public places (QRCode): Public places such as offices, hospitals, schools, supermarkets, traditional markets, accommodation establishments, restaurants... have to carry out the medical control for guests coming to and going out by QRCode and require people to make health declarations by scanning the QRCode when visiting those public places through applications on their smartphone (including 3 applications: NCOVI, Vietnam Health Declaration and Bluezone). Through the system, people will be promptly warned and supported with professional measures for epidemic prevention and control in case of an outbreak is related to the places that person has been to. The tracing and zoning of the authorities will also be done faster, more accurate and efficient due to the data recorded from the system.

5. COVID-19 Safety – Prevention Map System: The system shows in real-time the safety and epidemic prevention of crowded facilities, firstly at schools and medical facilities. These units shall check daily and commit to completing tasks on epidemic prevention and control, and allow people to report any incorrect issue. Each facility will use AntoanCovid application daily and regularly on mobile phone to ensure the safety monitoring is carried out regularly, continuously and transparently.

Facing with the current complicated situation of COVID-19, the synchronous, thorough and widespread implementation of the set of solutions combined with solutions for propaganda and advocacy in the community will help to prevent the spread of the epidemic; helping the authorities to localize the epidemic, trace and verify accurately and efficiently, saving both time and human resources; at the same time, minimizing the impact on normal daily life, production and business activities of the society.
