Dissolution of Binh Thuan Provincial Public Asset Procurement Center

The Provincial People's Committee has issued a Decision to dissolve the Binh
Thuan Provincial Public Asset Procurement Center under the Department of
Finance, which was established under Decision No. 2267/QĐ-UBND dated August 31,
2007, by the Chairman of the Provincial People's Committee. The dissolution
will take effect from February 10, 2025.
Regarding the functions and duties of the Binh Thuan Provincial Public
Asset Procurement Center: The function and duty of centralized procurement will
be transferred to the Provincial Civil and Industrial Construction Investment
Project Management Board; functions and duties related to the management of
state assets (such as receiving and managing assets before auction) will be
transferred to the Department of Finance; the functions and duties related to
bidding consultancy and state asset procurement services will be abolished.
The
Provincial People's Committee assigns the Director of the Department of Finance
to coordinate with relevant agencies and units to advise the Chairman of the
Provincial People's Committee on issuing a Decision to repeal Decision No.
3227/QĐ-UBND dated December 29, 2020, on the regulation of the list of
centrally procured assets in the province, and Decision No. 312/QĐ-UBND dated
January 26, 2021, on the amendment of Decision No. 3227/QĐ-UBND; additionally,
the Director of the Department of Finance is responsible for providing guidance
on the implementation of centralized procurement after transferring this
function to the Provincial Civil and Industrial Construction Investment Project
Management Board (upon request).
At the
same time, the Director of the Department of Finance is tasked with directing
the Provincial Public Asset Procurement Center to conduct an inventory of
existing assets and finances, finalize financial settlement reports up to the
dissolution date, and complete all tasks, obligations, and legal procedures
required for dissolution in accordance with the law.
The
Provincial People's Committee assigns the Director of the Department of Home
Affairs to coordinate with the Department of Finance and the Provincial Civil
and Industrial Construction Investment Project Management Board to carry out
relevant tasks in accordance with regulations. Additionally, the Director of
the Department of Home Affairs is responsible for advising on the handling of
the workforce of the Provincial Public Asset Procurement Center during the
dissolution process.
The
Provincial People's Committee requires that all preparatory work related to the
dissolution of the Provincial Public Asset Procurement Center be completed by
February 7, 2025. This Decision takes effect from February 10, 2025.
