Ensuring the prevention and control of COVID-19 for fishing activities in Phan Thiet City

People's Committee said that it will continue to settle for fishermen in the
city to go fishing, but they must ensure the requirements for epidemic
prevention.
Specifically, for ships and boats
departing, owners or captains must register their operations with the epidemic
checkpoints at Phan Thiet Fishing Port, Phu Hai Border Guard Station, or Mui Ne
Border Guard Station. At the same time, submit the list of crew members that has
been registered and certified by the People's Committee of ward or commune
where the captains or owners reside, for having a test certificate with
negative results for Sars-CoV-2 issued by the competent authorities (no more
than 72 hours). In particular, do not arbitrarily change crew members during
the exploitation process, do not pair alongside with other vehicles, do not
enter other localities during the course of practice at sea.
For ships and boats landing, owners or
captains of the vehicles shall notify the epidemic checkpoints at Phan Thiet
Fishing Port, Phu Hai Border Guard Station, or Mui Ne Border Guard Station one
hour in advance; steer the vehicles to the anchorage in accordance with
regulations, provide full information. The loading and unloading of products
must comply with the instructions of the authorities. In case the vehicles
continue to go for the next trip (not going onshore); crew members must stay on
the vehicles, comply with the 5K recommendation of the Ministry of Health. If
the crew members registered for the next trip (not going onshore), do not want
to go, they must notify the agencies where they have registered and follow the
instructions on epidemic prevention.
For the operation of loading and
unloading seafood when entering the port and providing essentials for
fishermen, the authorities need to manage strictly the workers loading and
unloading goods at the port (regularly making quick test for COVID-19, and
wearing face masks, disinfecting, limiting travel and contact, etc…, it is best
to arrange accommodation at the port, if possible,). The drivers and vehicles
transporting aquatic products (trucks) must follow the instructions on
transporting essential goods under epidemic prevention and control conditions
issued by the Department of Transport. The supply of fuel, necessities and food
for fishing vessels will be distributed generally by the Management Board of
Phan Thiet Fishing Port, the Management Board of Thanh Hai Port, and the
People's Committees of wards and communes, the vehicles owners are not allowed
to buy themselves.
As for looking after the vehicles
anchoring at the wharf when they are temporarily suspended from operation, each
vehicle has only 1 person to look after and must have a custodian card issued
by the Border Guard Stations where the vehicle is anchored. Vehicle custodians
are self-sufficient in daily living, in case of necessity, the local epidemic
prevention and control agency can help in buying food. For vehicles with the
length of less than 6m going fishing within a day only, the People's Committees
of wards and communes with fisheries are assigned to take strict management
measures to ensure the requirements for epidemic prevention and control.
The City People's Committee requests
the People's Committees of wards and communes with fisheries to propagate
directly to each vehicle owner. For vehicles with the length of less than 6m
according to the provisions of the Fisheries Law, it is necessary to manage the
number of fishing boats operating within a day, issuing the travel papers and
monitoring the landing and unloading of seafood. At the same time, coordinating
with relevant agencies to check and handle any vehicle owner not complying with
regulations on epidemic prevention and control.
