Ensuring traffic order and safety in the province in the last 6 months of 2020
(binhthuan.gov.vn) The Chairman of the PPC has just requested the heads of departments, agencies, and Chairmen of the PCs of districts, towns and cities to drastically direct and
focus on the implementation of tasks and solutions to ensure traffic
order and safety in the last 6 months of 2020.
Accordingly, requesting the Standing Committee of the
Provincial Traffic Safety to coordinate, check and supervise the
traffic safety assurance tasks, and to recommend and propose the traffic safety assurance plan on national highways, railway through the province; to
monitor and urge the relevant units to overcome the loss of anti-glare panels on NH1A;
to
coordinate in overcoming and settling the traffic order and safety incidents,
black spot locations and potential traffic accident points. At the same time,
to coordinate with relevant agencies and units to propagate the harmful effects
of alcohol to drivers and
Decree No. 100/2019/ND-CP of the Government; organizing traffic safety
propaganda activities during the peak ceremonies of Tet’s
holidays and Ceremonies.
The
Provincial Public Security Department to maintain regularly the acivities of
testing and controling of alcohol and drugs against drivers; to increase
patrols to control and handle strictly the violations of traffic order and
safety on national highways, resolutely handling overspeeding and overtaking in
order to prevent head-on collisions; to direct local police units in increasing
the monitoring and grasping situation to perform timely the measures on prevent
illigal racing, and to handle disallowed situations of large displacement
motorcycles running at high speed on national highways and urban routes.
The Department of Transport to urgently maintain and promptly repair damages, to replenish and replace the road sign system, and to handle traffic safety on the NH28B, NH55 and the routes
under administration of the province. To
direct the inspection of roads, paying special attention to roads with high traffic, roads with many dangerous steep passes or roads at high risk of landslides, sand spillages or damages in rain seasons; to
prepare plans on overcome incidents and traffic regulations in order to promply
relieve traffic jams, ensuring the convenient and safety circulation. To
accelerate inspection, examination and handling violaitons on land transport business
conditions; drastically dealing with the situations of unregisted vehicles and
stations those transporting passengers not in accordance with the regulations
in the province.
PCs of districts, towns and cities to
continue strengthening the directions, regularly urging the traffic safety tasks in their administrative areas.
According to the Provincial Traffic Safety Committee, in the first 6 months of 2020, the departments, agencies, unions, local authorities and functional forces have
made great efforts to implement measures to ensure the traffic safety
and order, therefore, the
traffic situation in the province is generally stable, traffic accidents decreased by over 24% in all 3 criteria; the awareness in observing the regulations on alcohol of
the drivers has been changed positively. However, after the Government
loosened up the inplementation of social distancing for COVID-19 pandemic
prevention and control, people and vehicles participation in traffics has increased;
the violation of the laws on traffic order and safety tends to be increased,
the situation of traffic order and safety has developed complicatedly. There
have been very serious traffic accidents, caused heavy damages to people and assets,
such as the serious traffic accident occurred on July 21, 2020 at Km 1767 QL1A
(Tan Duc commune, Ham Tan district).
