Ensuring traffic safety and order during the holidays of 30/4 and 01/5/2020

In order to ensure traffic safety and order, reduce traffic accidents and meet
the travel needs of the people during the holidays of April 30 and May 1, 2020,
the Chairman of the Provincial People's Committee requested the Provincial Traffic
Safety Committee to coordinate with relevant agencies and units to inspect and
overcome immediately the shortcomings of the transport infrastructure which do
not ensure traffic safety on National highways 1A, QL55, QL28 and QL28B before
the occasion.
The
Provincial Traffic Safety Committee continues to direct BOT toll stations in
the province to increase manpower and channeling plans in order to facilitate
the toll collection conveniently, flexibly and rapidly when the density of
vehicles increases and discharging toll stations when traffic congestion is
prolonged due to slow collection of fee. At the same time, receiving
information and suggesting the functional authorities to handle and prevent in
time the violations of traffic order and safety, reported by the people,
agencies and units through the hotline.
The
Department of Transport directs the passenger transport services to ensure
quality and travel needs of the people during the holidays; comply with the
regulations on prevention of Covid-19 under the direction of the Provincial
People's Committee. Promoting the inspection, examination and strictly handling
any violations of regulations on prevention and control of Covid-19 epidemic in
transport business activities; overloading of passengers, increasing ticket
prices in contravention of regulations; the driver does not have a driving
license or driving license that is not suitable for the type of vehicle.
Strengthening the guidance and management of traffic, and taking timely
measures to deal with unsafe traffic incidents on those routes under its
management. Coordinating to regulate traffic, relieve congestions, and rescue
in accident situation. Maintaining hotlines regularly to receive and handle
promptly information reflecting the situation of violations of order in
transporting passengers and goods in the province.
The
Provincial Public Security directs the Provincial Traffic Police Division and
local police to continue maintaining the Covid-19 epidemic prevention and
control in combination with patrol, control, and handling traffic order
violations, in which focusing on patrol and control on national highways, urban
routes, and those roads with high risk of traffic accidents; handling
resolutely violations of speeding lane encroachment, reckless overtaking,
violations of alcohol and drug contents, overloading vehicles and illegally
racing.
The
Provincial Border Guard Command directs the Border Guard Posts to combine the
control and prevention of Covid-19 epidemic with strengthening the surveillance
to ensure inland waterway traffic safety before, during and after the holidays
of 4/30 and 1/5/2020.
The
provincial media agencies continue to promote the propagation and dissemination
of laws on traffic order and safety in order to raise people's awareness when
participating in traffic; in which, focusing on propagating regulations such
as: Do not drive after drinking alcohol or using drugs; Do not drive over speed;
Do not use the phone while driving; wearing a standard helmet when riding
motorcycles, mopeds and electric bicycles; the measures to prevent accidents relating
in motorbikes and mopeds.
People's
Committees of districts, towns and cities direct their functional agencies and
units to enhance traffic order and safety and prevent traffic congestion at
complicated traffic points in their localities; dangerous intersections between
roads and railways. Organizing the inspection and supervision of passenger transport
activities at cross-river passenger ports, ports from shore to island and vice
versa. Resolutely solving the situation of buying and selling, market
encroaching on roadbeds, pavements; especially, on main roads, central roads,
areas with complicated traffic order, etc….
