Establishing “COVID-19 safety teams” at grassroots labor unions of enterprises

(binhthuan.gov.vn) Currently, the situation of the COVID-19 epidemic
in the country has been very complicated and broken out in many localities
across the country, especially the number of COVID-19 infections has increased
dramatically among workers in several enterprises and industrial zones with
large number of workers. In order to be more proactive and active in the
prevention of the COVID-19 epidemic, as well as promoting the role of
grassroots labor unions and workers in the province, the Standing Board of the
Provincial Labor Confederation has a dispatch to request the district-level
Labor Confederations and sector-level labor Unions to urgently coordinate with
the same-level authorities to guide the affiliated businesses to set up the
Covid-19 prevention and control units at each enterprise, called as “COVID-19
Safety Team”.
Specifically, scope
of establishment: Production and business enterprises located in the province,
especially enterprises in industrial zones; members of "COVID-19 Safety
Team" must be the employees directly working at the Production Unit, with
sufficient knowledge about COVID-19 prevention and control; voluntary,
exemplary and prestigious with workers. Accordingly, the Executive Board of the
grassroots Union shall coordinate in selecting qualified workers to prepare the
list for the director, employer of enterprises to issue a decision on
establishment of the "COVID-19 Safety Team". The "COVID-19 Safety
Team" operates under the direct management and guidance of the Executive
Board of the grassroots labor Union by the assignment of tasks and the
Operation Regulations issued by the employer.
The tasks of
"COVID-19 Safety Team" include: Propagating, urging, guiding and
reminding workers in the Team to strictly implement measures to prevent and
control COVID-19 epidemic at the workplace and after working hours; monitoring,
examining and supervising the health situation and the implementation of
measures for COVID-19 prevention and control. Detecting, reminding and
recommending the responsible person to promptly handle cases of violations on
epidemic prevention and control according to the regulations of the government
and the regulations of enterprise; promptly reporting to managers, grassroots
union and the health unit of enterprise when detecting any case with suspected
symptoms of COVID-19 (cough, fever, sore throat, flu syndrome, respiratory
symptoms...) to isolate and take samples for testing in a timely manner.
Supporting enterprise and authorities in tracing F1, F2 and emergency cases in
enterprise when the enterprise has infected or isolated worker according to
decisions of the competent authorities; recommending the responsible person,
union officials to ensure measures, means and supplies for the prevention and
control of the COVID-19 epidemic.
In addition, based on
the actual situation in the areas and units, labor Unions at all levels shall
coordinate with the authorities at the same level, the employers to consider
the forms of training, providing material support and timely rewards to
encourage the "COVID-19 Safety Teams" at enterprises for their active
and effective operation; having the right to request employees to stop working
for immediately taking declaration and isolation measures when detecting any
sign of suspected infection...
The Standing
Committee of the Provincial Labor Confederation asks labor unions at all levels
in the province to seriously implement and promptly inform and report any
arising difficulty and problem to the Provincial Labor Confederation.
