Implementing the Announcement no. 362/TB-VPCP dated 13/9/2020 of the Government Office on the Conclusion of Prime Minister - Nguyen Xuan Phuc at the Standing meeting of the Government on COVID-19 prevention and control, Chairman of the Provincial People’s Committee requests the departments, agencies, localities and people of the province to conduct the following:

1. From 23/9/2020, the cultural and sport events, festivals, major religious ceremonies, fairs, conferences and seminars are allowed to resume, but with effective epidemic prevention measures in consistent with the actual situation.

2. Heads of departments, agencies and localities are requested to:

- Focus on preparing measures to prevent the spread of epidemic, ensuring safety at activities specified in clause 1 of this Official Dispatch, as well as the political, socio-economic events, the external relation and international trade promotion activities in the new normal condition; preparing all conditions to promote and attract investment, especially major partners. The application of anti-epidemic measures must ensure favorable conditions for production and business activities as well as people's lives.

- Continue to deeply grasp the Government’s major policies on the realization of dual goals: ready to prevent and control the epidemic, and promote socio-economic development; determining the epidemic prevention in long term and gradually forming appropriate lifestyle and behavior in epidemic condition.

- Apply basic anti-epidemic measures such as: Wearing masks when leaving home, in public places and on public transport; washing hands frequently with soap or antiseptic liquid; restricting gatherings in public places; keeping a safe distance from each other.

- Proactively prepare scenarios and plans to cope with epidemic situations at medical examination and treatment establishments, production establishments, plants, factories, especially the places with large number of employees; ensuring the infrastructure and human resources meet with the epidemic prevention and control requirements.

- Focus on settlement of entry for foreign experts working in Binh Thuan province, well implementing the centralized isolation plan in accordance with the guidance of the Ministry of Health.

- Continue to propagate, advocate and recommend cadres, civil servants, public employees, employees and the people to raise their sense of self-awareness, not to be subjective or neglect, strictly and fully implementing the recommendations of the Government, Ministry of Health on COVID-19 prevention measures; advocating people to conduct voluntary medical declarations, install and use Bluezone applications.

3. Members of the Provincial Steering Committee for COVID-19 Prevention and Control: to actively implement the assigned tasks; continue to advocate people to raise their self-awareness, actively participate in epidemic prevention and control; control strictly so as not to arise any new infection spreading in the province.

Chairman of the Provincial People's Committee assigns the Department of Health (the Standing agency of the Provincial Steering Committee for COVID-19 Prevention and Control) to regularly urge the implementation, promptly report and propose to handle any arising situation./.
