(binhthuan.gov.vn) Digital transformation is an inevitable trend and requirement in the current context, strongly affecting all areas of socio-economic life and opening up many opportunities and conditions for localities to break through. One of the new solutions is the pilot operation of the Intelligent Operation Center (IOC). This is the result of the determination of Phan Thiet city in implementing Resolution No. 10 of Binh Thuan Provincial Party Committee on digital transformation in order to realize the goal of being a key locality, a model for digital transformation of the province.

On March 18, 2022, Binh Thuan Provincial Party Committee issued Resolution No. 10-NQ/TU on digital transformation of Binh Thuan province to 2025, vision to 2030, with a view to promote digital transformation according to 3 pillars: digital government, digital economy and digital society; taking people and businesses as the core, the subject, the goal and the motivation of digital transformation; applying digital platform towards improving the living quality of people and the development of enterprises.

Phan Thiet is the first locality of Binh Thuan province to establish the Intelligent Operation Center, this establishment has created a breakthrough in comprehensive development. According to the Phan Thiet City People's Committee, the city has coordinated with Viettel Military Industry and Telecoms Group to build a pilot phase of the Intelligent Operation Center with a total investment of 2.9 billion VND from social funding; installed and put into use public Wifi system at Vo Van Kiet and Doi Duong parks with more than 15,000 daily accesses.

Phan Thiet Intelligent Operation Center officially operates including 9 modules: Scene Reflection System; Socio-Economic Report System; Monitoring System of Press Information and Communication in Cyberspace; Security Surveillance Camera System; The Medical Field Supervision System; The Education and Training Field Supervision System; Traffic Camera System; Smart Tourism System and Public Service Monitoring System. All are optimized, adjusted according to the needs, characteristics, and current situation of the city, helping to use local resources in the most optimal way, giving accurate and appropriate analyzes thereby improving the management and direction of the city's leaders as well as increasing the level of satisfaction of the people.

Phan Thiet city is particularly focusing on operating the Scene Reflection System, called "Phan Thiet-S" - an application for receiving and processing complaints and recommendations of organizations and individuals on the digital platform. The operation room at Phan Thiet IOC will monitor all city activities by a high-altitude camera system and security cameras on all 18 wards and communes serving the direction of the city government. Through "Phan Thiet-S", all people, organizations and businesses reflect and propose on all aspects of social life to the city government such as security and order, urban order, environmental sanitation, waste; participating in the supervision of all activities of the city government…

The establishment of the Intelligent Operation Center of Phan Thiet is the clearest proof of the local determination in the digital transformation. The IOC is expected to help the local authority to have a specific look at each actual directing and operating result on each industry or field, contributing to enhance the satisfaction of people and businesses; thereby promoting local socio-economic development.
