The promulgation of the plan aims to synchronously and drastically deploy measures and solutions to ensure traffic order and safety, with focusing on promoting the strength of the entire political system, especially the great role of the People participating in the work of ensuring security and order (ANTT), and traffic order safety (TTATGT); raise awareness and responsibility of socio-political organizations, agencies, units, officials, party members, civil servants, public employees and all people in the town about the importance of ensuring traffic safety in the new situation through launching the movement "All people participate in detecting and providing information and images reflecting administrative violations of traffic order and safety". Uniformly and synchronously deploying key measures and solutions to mobilize the strength of the entire population in ensuring traffic order and safety in association with legal propaganda, dissemination and education. Promoting the people's right to mastery with the goal that each citizen is a "propagandist" and an effective "collaborator" with the functional forces in ensuring traffic order and safety, creating favorable conditions to mobilize people to participate in the work of ensuring traffic order and safety, coordinate closely with the authorities to contribute to ensuring safety and order in general and ensuring traffic order and safety in particular, raising awareness of law observance when participating in traffic. Establish order and discipline in compliance with traffic laws by both traffic participants and traffic law enforcement forces to reduce traffic accidents, with focuses are placed on ensuring security and safety of health, life and property of the people; build people's self-awareness, civilized behavior and standards when participating in traffic, gradually forming a clear traffic culture among the people.

The plan sets out requirements for mobilizing overall participation and enhancing the responsibility of agencies and departments; Party committees, authorities, socio-political organizations and the masses throughout the district in ensuring traffic safety; strengthen propaganda and mobilization of the masses to be self-aware and responsible in complying with traffic safety laws and proactively detect and provide information and documents reflecting violations of traffic safety regulations. Information reported by the people on violations of traffic order and safety must ensure objectivity and accuracy. Receiving, verifying, processing and resolving reported information must ensure timeliness, accuracy and legal regulations. Thereby, mobilizing people to support and actively coordinate with functional forces in ensuring traffic safety. Ensure the safety and confidentiality of the identity of the person providing information and documents reflecting traffic order and safety; giving policies to encourage and reward individuals and organizations with achievements in appropriate forms; at the same time, strictly handling acts of taking advantage of the movement to provide false and negative information for personal gain, affecting the security and order situation and causing damage to organizations, businesses, and individuals.
