(binhthuan.gov.vn) In order to implement the Prime Minister's Decision no. 2085/QD-TTg dated 31/10/2016 on specific policies for supporting socio-economic development in ethnic minority and mountainous areas in the period 2017 - 2020, the Provincial People's Committee issued Decision no. 3365/QD-UBND dated 23/11/2017 on approving the project of implementation of specific policies for supporting socio-economic development in ethnic minority areas in the period of 2017 - 2020 in the province.

Accordingly, the total investment capital required for the Project was 249,756 million VND. In which, the central support capital was 66,363 million VND; the local budget was 12,793 million VND; loan from the Bank for Social Policies was 128,100 million VND. The beneficiaries of this policy were poor ethnic minority households in extremely difficult communes of the province.

In the past 3 years, the Provincial People's Committee has supported production land for 109 households, with 208.31 ha, equivalent to 1,618 million VND; job change for 597 households, with the amount of 2,985 million VND; domestic water for 108 households, with the amount of 162 million VND. In addition, the PPC has also implemented the policy of arranging and stabilizing the population for 222 households/1,006 heads, those are the ethnic minorities bearing nomadic cultivation, with integrated capital from the local budget of 12,945 million VND.

In addition, from 2017 to 30/6/2021, Binh Thuan Branch – Bank of Social Policies had disbursed 29,649 million VND to 641 poor ethnic minority households on loans for production and business, in average one household borrowed VND 46.3 million.

By the active solutions to integrate central and local policies in recent years, the poverty reduction in the province has achieved many positive results, with significant reduction in the percentage of poor households in ethnic minority areas. At the beginning of 2017, poor households in ethnic minority areas in the province were 3,584 households/14,371 heads, accounting for 17.67% and near-poor households were 2,547 households/11,081 heads, accounting for 12.56%. By the beginning of 2021, there were only 1,180 poor households in ethnic minority areas, accounting for 4.73% and 3,238 near poor households, accounting for 13%; Thus, the number of poor households in ethnic minority areas in the period 2017 - 2021 has decreased by 12.94%, equivalent to a decrease of 3.24%/year.

It can be said that, after 03 years of implementation, the Project under Decision 2085/QD-TTg of the Prime Minister, have confirmed its practicality and effectiveness; the specific policies for supporting socio-economic development in ethnic minority and mountainous areas have satisfied the legitimate aspirations of people, and been unanimously welcomed. The policy implementation process has brought into play the creativeness, willingness and internal force of the people, contributing to change the rural face in ethnic minorities and mountainous areas; improving gradually the lives of ethnic minorities. The level of people's knowledge has been raised, the intensive production practices and techniques of ethnic minorities have changed in the direction of commodity production to gradually meet the requirements of the market; limiting the dependence on support policies of the Party and the State, contributing to well performance of socio-economic development missions, ensuring national defense and security of the province.
