Digital transformation in Binh Thuan province has recently seen many changes
and has recorded positive results in different aspects.
In
order to create positive changes in digital transformation, the Provincial
Digital Transformation Steering Committee has helped the Provincial People's
Committee and the Chairman of the Provincial People's Committee to promptly and
fully issue documents to carry out tasks in the field of digital transformation,
and digital government development under the direction of the Government, the
Prime Minister, the National Committee on Digital Transformation and central
ministries and agencies. Communication, propaganda, dissemination, and training
and fostering to raise awareness on digital transformation have been promoted and
achieved many results.
Digital
infrastructure is invested by telecommunications businesses, departments, agencies
and localities in upgrading and developing to meet the requirements of digital
transformation implementation tasks. Currently, the fiber optic transmission
system, 3G, 4G and fixed mobile broadband internet networks have been covered
to 100% of communes/wards/towns with an average access speed of 80Mb/s, higher
than the national average speed (78.43Mb/s). Up to now, Da Kai commune, Duc
Linh district has applied "Digital radio platform". 100% of cadres,
civil servants and public employees at provincial, district and commune levels
are equipped with computers for professional activities; 100% of
provincial-level departments and agencies, district-level People's Committees
have LAN with high-speed internet connection (minimum 4 Mbps) and connected to
the provincial WAN by dedicated data line...
In
addition, departments, agencies and localities continue to perfect and
effectively exploit the invested digital platform, meeting professional work
requirements, serving people and businesses associated with administrative
reform; proposing and deploying digital platforms to serve digital
transformation in a practical and effective manner.
As
of November 15, 2022, the electronic health records of people in Binh Thuan
province have been created was 1,143,373 records/1,246,306 people, accounting
for 92% of the total population. As of December 16, 2022, the number of first
application for issuance of citizen identity card was 1,149,635 dossiers for
the population residing in the province. As of November 20, 2022, the
proportion of people aged 15 and over with active payment bank accounts in the province
reached about 85% and the proportion of people aged 15 and over with active
payment bank accounts and registered for electronic payment services reached
about 50%.
Regarding
the implementation of digital government, Phan Thiet City People's Committee
has deployed and put into pilot operation the Intelligent Operation Center. The
information system for settling administrative procedures is deployed uniformly
and synchronously for 18/19 specialized agencies under the Provincial People's
Committee (except for the Provincial Inspectorates), the Provincial Public
Security, the Provincial Department of Taxation, and 10/10 of the
District-level People's Committees, 124/124 Commune-level People's Committees.
Providing 588 online public services (including 309 fully online public
services and 279 partially online public services), and at the same time
integrating into the National Public Service Portal 556 provincial online
public services. The Provincial Administration and Document Management System is
deployed synchronously throughout the province (all 3 levels: province,
district, and commune) and connected to the national interconnecting axis for
sending and receiving documents.
In
2022, 08 businesses operating in the field of digital transformation with a
total registered charter capital of 71,800 million VND is newly granted,
bringing the total number of enterprises operating in the field of digital
transformation across the province to 200. Total revenue of digital technology
enterprises is estimated at more than 2,000 billion VND (in which, 64 billion
VND is paid to the budget). Currently, the whole province has 03 e-commerce floors:
Postmart.vn of Vietnam Post Corporation (VNPost) with 36 provincial OCOP
products listed; Voso.vn of Viettel Post Joint Stock Company (Viettel Post) with
12 OCOP products of the province listed and Binh Thuan e-commerce floor
(sanphamdiaphuong.com.vn) managed by the Department of Industry and Trade with
43 OCOP products of the province listed.
In
addition, network information security is guaranteed; training and fostering on
digital transformation are actively being implemented for many subjects as
required by the performance of assigned tasks...
