Nationwide Online Conference to announce the 2019 PAR Index

(binhthuan.gov.vn) In the morning of May 19, Mr. Truong Hoa Binh - Politburo member, Standing Deputy Prime Minister, Head of PAR Steering Committee of the Government chaired a national online conference to announce the Public Administration Reform Index (PAR INDEX) and the Satisfaction Index of Public Administrative Services (SIPAS) in 2019. The bridge in Binh Thuan province included Vice Chairman of the Provincial People's Committee - Le Tuan Phong; representatives of relevant departments and agencies.

According to the Ministry of Home Affairs, 2019 is a year of many positive changes, with a spectacular breakthrough of some administrative reform contents in the implementation of the State Public Administrative Reform (PAR) Master Program in the period of 2011 - 2020. At the same time, it is also the 8th year of implementing the PAR implementation results through the tools of assessment, measurement and ranking of PAR Index of ministries, ministerial-level agencies and People's Committees of provinces and cities. The PAR index continues to be confirmed through practice as one of the most important and determinant tools to the direction, operation and PAR results in the implementation of the State PAR Master Program for the period of 2011-2020. The measurement results in 2019 showed that over 84% of people and organizations were satisfied with the overall services of local state administrative agencies, increases of nearly 1.5% compared to 2018.

According to the results of the Public Administrative Reform (PAR) index in 2019 of ministries and agencies, the State Bank of Vietnam topped 17 ministries and agencies in the PAR Index 2019. The Ministry of Transport placed at the bottom. Regarding the PAR index of the provinces in 2019, Quang Ninh continues to maintain the first position in the rank with the PAR index reaching 90.09%, 5.45% higher than Hanoi city, the second place at 84.64%. Dong Thap continues to maintain the 3rd position in the rank, with the PAR Index reaching 84.43%, increased 0.72%. The fourth and fifth positions in the rank of PAR Index 2019 belong to Hai Phong city (84.35%) and Long An province (84.33%) respectively. These are also the units that have had a lot of innovations in PAR implementation in recent years. Binh Thuan ranked 47/63 of provinces and cities, with a result of 79.74%.

Speaking at the conference, Mr. Truong Hoa Binh - Deputy Prime Minister acknowledged and praised the Ministry of Home Affairs, the ministries, central agencies and localities for well implementing the administrative procedure reform, improving the satisfaction of people and organizations. The Standing Deputy Prime Minister has requested the ministries, agencies and localities to continue implementing the tasks and solutions in order to improve the efficiency of administrative reform and to improve people's satisfaction; Along with that, continue to implement synchronously and effectively the fields and contents of public administrative reform in order to improve the quality of public services for people and organizations of state administrative agencies at all levels. Promoting the building of e-government in the direction of further substance and efficiency; organizing the operation of the public service portal at all levels and the national public service portal practically and suitably for local people and organizations. Directing, inspecting, evaluating, handling seriously and timely the construction, management and exploitation of the database on administrative procedures and public services at local government levels to ensure the data updated timely with complete and accurate information in accordance with regulations.

In addition, the Standing Deputy Prime Minister has requested the communication agencies to carry out information, propagandize fully, promptly and objectively about the implementation and results of the public administrative reform as well as the quality improvement of public services of the Government and authorities at all levels, ensuring the ease of access, understandability and ease of usability of information, thereby raising awareness and promoting the participation of people and organizations in supervising and providing feedback to local governments, administrative agencies and civil servants.
