New Chinese regulations on export registration of medicinal herbs

According to the Provincial Department of Agriculture and Rural Development, the
General Administration of Customs of China has just announced the review of the
supervision system for exported medicinal herbs and registration for
enterprises manufacturing, processing and preserving medicinal herbs for export
to China.
Accordingly,
the China will re-evaluate the official management system for Vietnamese herbal
ingredients exported to China regarding information on herbal products;
overview of the production and trade of medicinal herbs; maps of distribution
of production areas of medicinal herbs for export; information on specialized
agencies in charge of herb management; management and control of harmful
organisms, pesticides and fertilizers. For production areas and packing houses,
the General Department of Customs of China requires the Vietnamese side to have
information on the production and trade of medicinal herbs in the production
areas and packing houses; production and processing procedure of medicinal
herbs for export to China; regulations and product standard systems of
enterprises; systems of traceability and unsatisfactory handling of medicinal
products…
In
order to meet the requirements of the China and not to affect the export of
medicinal herbs of the province to this market, the Provincial Department of
Agriculture and Rural Development has requested the Sub-Department of
Cultivation and Plant Protection to urgently review the production areas and
packing houses of medicinal herbs in the province to prepare well for the
registration of export to the Chinese market. Propagating organizations and
individuals wishing to export medicinal materials to China the regulations of
the General Administration of Customs of China; at the same time, guiding
organizations and individuals to complete dossiers on production areas and
packing houses of medicinal herbs in the province, basic standards on the
process for setting up and monitoring production areas, basic standards on process
for setting up and monitoring packaging houses.
The
People's Committees of districts, towns and city shall review the information
on management of medicinal herbs of the province exported to China, especially
product information; production and trade situation; production areas of
medicinal herbs for export; management and control of harmful organisms,
pesticides and fertilizers. At the same time, to review the production areas
and packing houses of medicinal herbs in the province to prepare well for the
registration of exporting medicinal herbs to the Chinese market; submit the
list of organizations and individuals wishing to register for export of
medicinal herbs to the Chinese market.
