The Provincial People's Committee has just issued an implementation plan for
Directive No. 01/CT-TTg dated January 3, 2023 of the Prime Minister on
strengthening fire prevention and fighting in the new situation.
Accordingly,
the Plan requires the dissemination, understanding and implementation of the
Prime Minister's Directive No. 01/CT-TTg, mobilizing the entire political system
and the people to participate in the fire prevention, fighting and rescue (PCCC&CNCH);
step by step to prevent, repel, and proceed to put an end to the occurrence of
fires that cause particularly serious consequences, causing death due to
subjective causes. The tasks assigned by the Prime Minister in Directive No. 01
must be concretized and assigned, clearly defining the responsibilities and
tasks of relevant departments, agencies, localities and units; at the same
time, upholding the responsibilities of heads of agencies, local units and
grassroots in implementing assigned tasks.
In
addition, the organization and implementation must be synchronous and
effective, with close coordination among all levels, agencies and related
units; regularly monitoring, urging, guiding, inspecting, ensuring the
completion of the plan on schedule, promptly removing problems and difficulties
during the implementation process.
The
plan also sets out groups of key tasks and solutions such as: Innovation in
thinking, awareness of methods, approaches and implementation of PCCC&CNCH work
in accordance with the requirements of the current situation; at the same time,
clearly defining the position, role and importance of PCCC&CNCH work as an
important, necessary and indispensable task in the process of socio-economic
development, considering this is a regular continuous task. Handling responsibilities
of heads of party committees, authorities and localities for allowing
establishments with high risk of fire and explosion to operate without ensuring
safe conditions for fire prevention and fighting and for the occurrence of
fires causing serious consequences due to lack of leadership, direction,
inspection, supervision or inadequate performance of responsibilities within
the scope of their management for PCCC&CNCH work. Focusing on research and
development of strategies, plans and scenarios for PCCC&CNCH, especially in
key national areas and works, urban areas, commercial centers with high risk of
fire and explosion, protection forests, special-use forests...
Developing
and implementing synchronously the infrastructure planning on fire prevention
and fighting in association with local socio-economic development planning,
building traffic system, water supply and communication networks to meet the
requirements of firefighting and rescue, …. In addition, continuing to innovate
the content and form of propaganda, building the All-People Movement for fire
prevention, fighting and rescue in order to create a drastic change in the
awareness and behaviors of all levels, sectors and people for the work of PCCC&CNCH.
Strengthening propaganda, popularization and education of knowledge and skills
on f PCCC&CNCH for all classes of people, especially pupils, students and
young workers in society. Tightening discipline and rule to improve the
effectiveness and efficiency of the State management on PCCC&CNCH. Every
violation on PCCC&CNCH must be strictly handled according to regulations
and forced to be remedied for establishments that do not ensure safety
conditions for PCCC&CNCH...
