(binhthuan.gov.vn) As of 25/5/2021, outbreaks of lumpy skin disease on buffaloes and cows have occurred in 2,306 communes of 32 provinces and cities with a total of 60,176 infected cattle and 9,539 dead and destroyed cattle. Therefore, in order to actively prevent the outbreak of lumpy skin disease on buffaloes and cows in accordance with the Government's regulations, the Ministry of Agriculture and Rural Development, the Provincial People's Committee has issued a prevention plan for lumpy skin disease on buffaloes and cows in the province.

Accordingly, the objective of the Plan is to minimize the risk of infection of lumpy skin disease on buffaloes and cows entering the province; at the same time, proactively monitoring, detecting early, and handling thoroughly any arising outbreak, preventing the spread-out on a large scale.

In order to implement the prevention of lumpy skin disease on buffaloes and cows in the province, the Provincial People's Committee requires relevant departments and agencies and People's Committees of districts, towns and cities to focus on propaganda and to disseminate about lumpy skin disease on buffaloes and cows to the entire population, including information on the severity of the disease, situation of the disease, knowledge of disease identification, transmission routes and the proactive measures on lumpy skin disease prevention, avoiding misunderstandings or causing confusion in society. Guiding the breeders and veterinary staffs to strengthen the  health monitoring of buffaloes and cows; immediately notifying the commune-level People's Committee or the district-level veterinary management agencies if any buffalo or cow is found dead due to the disease or suspected of having lumpy skin disease. Conducting the decontamination and disinfection to kill insects in the barn areas, trading places, and slaughterhouses. It is strictly prohibited of all forms of trading, transporting, slaughtering, consuming buffaloes and cows and products from buffaloes and cows which are being smuggled or suspected of being smuggled or unknown origin. Continuing the vaccination for lumpy skin disease on buffaloes and cows in the localities.  

In case, the lumpy skin disease on buffaloes and cows breaks out in our province, the authorities must take samples for testing as soon as detecting any case of buffaloes and cows showing clinical signs of the disease. Announcing the epidemic according to regulations and localizing the epidemic. At the same time, reviewing and counting up the households raising buffaloes and cows in the epidemic areas, including information on the number of healthy buffaloes and cows, number of buffaloes and cows showing signs of illness, time of appearance of symptoms, situation of trading, slaughtering, transporting buffaloes and cows... in areas for the disease management and control. Mobilizing all resources to implement drastically and synchronously the solutions in order to control and handle definitively the outbreaks; preventing the epidemic from prolonging, spreading and generating new outbreaks. Immediately destroying buffaloes and cows with positive test results for the lumpy skin virus and buffaloes and cows in the same commune-level area with clinical manifestations of lumpy skin disease according to the guidance of the Ministry of Agriculture and Rural Development. Conducting the mass cleaning, decontamination and disinfection in epidemic area, epidemic-threatened areas, buffer areas, and at the cage areas according to regulations…
