Proactive coping with the typhoon no. 5 having complicated developments

(binhthuan.gov.vn) At 09:30 on 16/9/2020, the Provincial Command for Natural Disaster Prevention and Control, Search and Rescue sent an urgent request to the Command for Natural Disaster Prevention and Control, Search and Rescue of districts, La Gi town and Phan Thiet city, departments in the province proactively deal with typhoon no. 5, which is still complicated, with strong waves, winds, rain and floods.

According to the report of the National Center for Meteorological and Hydrological Forecasting, the tropical depression in the East Sea has strengthened into a storm (typhoon No. 5). At 4 o'clock on 16/9, the location of the storm's eye was about 13.1 degrees North latitude; 118.2 degrees East longitude, about 200km from Palawan island (Philippines) to the Northwest. The strongest wind is in the area near storm’s eye at level 8 (60-75km / hour), strike to level 10.

It is forecasted that in the next 24 hours, the typhoon will move in the West - Northwest direction, about 15km per hour and is likely to be stronger. By 4 am on September 17, the storm's eye will be about 14.3 North latitude; 115.1 degrees East longitude, about 450km from the Hoang Sa islands to the Southeast. The strongest wind is in the area near the storm’s eye at level 9 (75-90km / h), strike to level 11.

The dangerous areas in the East Sea within the next 24 hours (strong winds from level 6, strike from level 8 or higher): 11.0 degrees North latitude; 113.0 degree East longitude. All boats operating in the danger zone are at high risk of the impact of strong winds and tornadoes. Due to the influence of storm, the area in the middle of the East Sea will have strong winds at level 6-7, the area near the storm’s eye at level 8, then increases to level 9, strike to level 11. The sea is very strong.

In order to proactively cope with storm no. 5, the Provincial Command for Natural Disaster Prevention and Control, Search and Rescue requests the People's Committee and the Command for Natural Disaster Prevention and Control, Search and Rescue of coastal localities to regularly update and closely monitor the movement of storm no. 5; the situation of strong winds, high waves and tide, coordinating with border guard units in the areas, informing owners of boats the position, direction, and danger zone to proactively avoid, and to have appropriate plans for production and fishing; ensuring the safety of aquaculture cages, enhancing and reinforcing buildings, houses, warehouses, schools, ... Regularly inspect and closely monitor coastal landslide areas, especially residential areas, traditional craft villages, and coastal tourist areas to actively evacuate people, tourists and property to safe places.

The Provincial Border Guard Command, Binh Thuan Maritime Port Administration, the Department of Agriculture and Rural Development, and Chairmen of the People's Committees of coastal localities to monitor, count and manage strictly the offshore operation of ships and boats, transportation means; to maintain communication with the mean owners to guide, support and promptly handle bad situations, incidents and accidents that may occur.

The Department of Industry and Trade, Department of Agriculture and Rural Development, the Provincial Irrigation Exploitation One Member Limited Company to inspect the safety of irrigation reservoirs, hydropower projects, works under construction; 24/24 on duty monitoring the rain and flood situation to safely operate the reservoirs according to the prescribed process, ensuring safety of the works and people in the reservoir downstream areas. Promptly notify the People's Committee, the Steering Committee for Natural Disaster Prevention and Control, Search and Rescue of districts, towns, cities and people in the downstream areas before operating the flood discharge (if any) according to regulations.

The localities and departments, agencies: Agriculture and Rural Development, Transportation, Health, Industry and Trade, Military, Border Guard, Public Security, Provincial Youth Union, Red Cross, Marine Port Administration to prepare vehicle, materials, equipment and volunteer forces ready to participate in support, rescue and evacuation people as required.       

The Provincial Meteorological and Hydrological Station, the Provincial Radio - Television Station, news agencies, the provincial portal to regularly update information on weather and storm no. 5; the situation of strong winds, high waves and tide, coastal erosions; changes in rain, flood and the direction of the Provincial People's Committee, the Head of the Provincial Command for Natural Disaster Prevention and Control, Search and Rescue, to increase the broadcasting time to inform the authorities and people for proactive prevention and response.
