Proactive plan for social assistance, and stabilization of people's lives in the context of complicated developments of the COVID-19 epidemic

(binhthuan.gov.vn) Implementing Dispatch no. 1583/SLDTBXH-BTXH dated 01/6/2021 of the Ministry of Labor, War Invalids and Social Affairs on reviewing and taking initiative in social assistance plans; assisting in overcoming the consequences of natural disasters, ensuring the stability of people's lives in the context of complicated developments of the COVID-19 epidemic. Chairman of the Provincial People's Committee has just sent a dispatch to request the Directors of the Department of Labor, War Invalids and Social Affairs, the Department of Health, the Department of Agriculture and Rural Development, the heads of other relevant departments and agencies, Chairpersons of districts, towns and city to direct the implementation of the followings:

The Department of Health to coordinate with other relevant departments and agencies to direct localities to regularly monitor the developments of the COVID-19 epidemic to coordinate with the standing Steering Committee for Disease Prevention and Control to promptly notify and provide guidance for authorities at all levels and people to prevent proactively, in the context of complicated developments of the COVID-19 epidemic.

The Department of Agriculture and Rural Development to direct relevant units to monitor regularly the evolution of natural disasters such as storms, tropical depressions, cyclones, lightning, heavy rains, floods, flash floods, inundation, landslides, water surges, saltwater intrusion, heats, droughts, cold weather, hails, hoarfrost, and other natural disasters to coordinate with the Office of the Commanding Committee for Disaster Prevention, Search and Rescue for prompt inform and guidance to the authorities at all levels and people to proactively prevent, respond and minimize damage to people's lives.

The Department of Labor, War Invalids and Social Affairs to direct the social assistance establishments to take measures for COVID-19 prevention and control for their officials, employees and subjects being cared for and nurtured in their facilities in accordance with the regulations of the Ministry of Health and the guiding documents of the province.

People's Committees of districts, towns and cities to direct the relevant functional sectors to strengthen the propaganda to raise people's awareness of disaster response skills, especially the integrated activities to support the integration of disabilities and other vulnerable groups in natural disaster prevention, control and mitigation. To mobilize resources on the spot to provide timely relief to people and to stabilize their lives before, during and after natural disasters; to guide people to proactively reinforce their houses, reserve foods, drinking water, medicines and other essential items when the rainy season comes.

In parallel with the response to COVID-19, localities shall review and adjust flexibly plans and methods to respond to natural disasters in accordance with the motto "4 on spot" to be ready to respond promptly and effectively in the context of external support limitation, especially to ensure the safety of people in quarantined areas due to the epidemic and the planned evacuation places for people affected by natural disasters. Preparing necessary equipment and machinery to measure body temperature and classify objects

Monitoring and summarizing the situation of damage on: dead, missing, injured people; houses that are collapsed, drifted off, burnt down, damaged, and shortage of foods and daily necessities to report to the competent authorities for timely support as prescribed in Decree no. 136/2013/ND-CP dated 21/10/2013 of the Government on social assistance policies for social protection beneficiaries (from 01/7/2021, executing the Decree no. 20/ND-CP dated 15/3/2021 of the Government on social assistance policies for social protection beneficiaries). In which, priority is given to groups of people with meritorious services, families under preferential treatment policy, children, disabilities, elderly and other social assistance beneficiaries; synthesizing and reporting the damage and support results after each disaster to the Department of Labor, War Invalids and Social Affairs.

The heads of relevant departments and agencies, chairpersons of People's Committees of districts, towns and cities are requested to fully conduct the above directions./.
