Promoting non-cash payments in administrative procedure settlement

for administrative procedures (AP) is a digital financial service being
promoted by Binh Thuan province. This is considered as a very important step in
administrative reform, an inevitable trend to build a modern and transparent
public financial management system.
On June 3, 2022, Binh Thuan
Provincial People's Committee issued Plan No. 1715/KH-UBND on supporting and
promoting digital transformation and non-cash payment in schools, educational
institutions and hospitals, medical facilities in the province; at the same
time, directing departments, agencies and sectors to promote non-cash payment
associated with social security policy payment tasks.
After more than 6 months of
implementing Plan No. 1715 of the Provincial People's Committee, the whole
province has made payments via banks for public services such as: Electronic
tax collection with a value of 9,110 billion VND/155,569 transactions;
electricity bills with the value of 2,181 billion VND/1,543,949 transactions;
water bill: 108 billion/360,160 transactions; tuition fee collection: 61
billion VND/10,684 transactions; collection of hospital fees with the value of
0.31 billion VND/234 transactions.
Regard to state budget expenditures
for people who receive salaries, allowances, subsidies and suppliers of goods
and services, the provincial State Treasury has made individual payments through
accounts for units receiving salaries from the state budget with a rate of over
98%. The Provincial Social Security has standardized information and data of
beneficiaries of social insurance benefits and strengthened solutions to
mobilize and encourage the development of pensioners and social insurance
benefits through non-cash payment means; coordinated with relevant units to
strongly implement non-cash subsidy payment methods, strengthened propaganda
and mobilized beneficiaries to participate.
Currently, the Provincial Public
Administration Center has deployed electronic payment services in carrying out
administrative procedures through the following forms: Payment via POS machine
located at the fee collection counter of the Public Administration Center; payment
via bank accounts. These forms of payment will contribute to create convenience
for organizations and citizens in paying administrative fees and charges by
non-cash method.
In order to continue promoting
non-cash payment in administrative procedures, relevant departments, agencies,
localities and units will further strengthen the work of information,
communication and mobilization of cadres and civil servants in their units that
make payments via bank accounts for public services; at the same time,
coordinating with commercial banks in the province to promote payment via bank
accounts./.
