Promoting the provision of online public services to contribute to improve the service quality of State agencies

Providing online public services is considered as an important and key step in
the process of administrative reform and implementation of e-government, an
important content in implementing administrative reform, contributing to improve
the quality of service of State agencies to organizations and citizens.
Recently, sectors
and levels in the province have promoted the application of information
technology in implementing political tasks; focused on building e-government
from the province to the grassroots gradually shifting to digital government. Now,
the Binh Thuan Administrative Procedures Information System has completed
connection with the electronic database management warehouse of organizations
and individuals on the National Public Service Portal; associated
digitalization with the performance of duties of officials and civil servants
in the process of handling administrative procedures; people or businesses are
not required to provide documents, results of administrative procedures that
have been digitized; mobile application is provided to serve people and
businesses and data extraction modules when digitizing results of
administrative procedures.
The province has
invested and deployed online public services for specialized agencies under the
Provincial People's Committee. Up to now, 10/10 district-level units and
124/124 commune-level units with a total number of online public services is
1,029 procedures (including 754 fully online procedures; 275 partially online procedures);
integrated into the National Public Service Portal 754/1,029 partial and full
online procedures, reaching 73.3%. Implemented and generated 779,801 dossiers
of 23/25 procedures under Project 06; deployed and generated 136,780 dossiers
of 09/28 essential online procedures according to Decision No. 422/QD-TTg dated
April 4, 2022 of the Prime Minister.
Implementing the
work of digitizing records, for digitizing civil data, the Provincial Public
Security has coordinated with the Department of Justice in reviewing and
cleaning civil data to complete the civil database system of the province in
accordance with the approval roadmap. To date, the province has completed the
digitization of 1,311,349 civil data, making it one of the four leading
provinces completed 100% of the digitization of shared civil data of the
Ministry of Justice. The Department of Home Affairs has also completed
synchronization of 33,550 (100%) records and data of cadres, civil servants and
public employees from the province's software on data management of cadres,
civil servants and public employees with the national database on officials,
civil servants and public employees of the Ministry of Home Affairs, exceeding
the assigned deadline.
As for the land
database, the cadastral database of 75/91 communes that have had their
cadastral map measured has been updated (an increase of 04 communes compared to
2023). Currently, the authorities are continuing to urge performing units to
complete the remaining items; resolve problems to complete these projects in
2024. For communes that have not yet had cadastral surveys, the Department of
Natural Resources and Environment continues to coordinate with the Department
of Planning and Investment to appraise the contractor selection plan to submit
to the Provincial People's Committee for the construction approval.
