Pushing up the implementation and disbursement of projects funded by ODA and concessional loans from foreign donors

the province has 07 projects using ODA and concessional loans from foreign
donors; 01 SACCR project using non-refundable aid funded by GCF through UNDP
focusing on agricultural and rural development, irrigation, education, health
and climate change response.
Accordingly, 08
projects include: Construction of clean water supply system, water for production
combined with plantation of protection forests in sandy areas of Binh Thuan
province; Restoration and sustainable management of protection forests (JICA2);
Project of secondary education in the most difficult areas, phase 2; Output-based
Rural Sanitation and Clean Water Scaling Program; Project on Repairing and
Improving Dam Safety (WB8) in Binh Thuan Province; Project on improvement of
water use efficiency for provinces affected by drought; Program on Development
of upper secondary education phase 2; Project on Strengthening the resilience
of smallholder agriculture to climate change-induced water insecurity in the
Central Highlands and South-Central Coast regions (SACCR - Binh Thuan).
In 2021, due to the
impact of Covid-19 epidemic, many works have been suspended, the bidding and
awarding work has been delayed longer than expected, thus directly affecting
the actual progress of implementation and disbursement of these projects. As of
December 31, 2021, the progress of projects using ODA and foreign concessional
loans in the province is 131,412 million VND, reaching 55.55% of the plan 2021.
The progress of disbursement to December 31, 2021 is 121,261 million VND,
reaching 54.22% of the year plan; the disbursed reciprocal capital is 10,151
million VND, reaching 78.56% of the year plan.
In the coming time,
the Provincial People's Committee will continue to direct relevant departments,
agencies and localities to accelerate the disbursement of public investment
capital. For ODA-funded projects in the province with unsatisfactory disbursed
volume, the PPC will review, urge and inspect the implementation process in
order to detect problems affecting implementation results; at the same time,
strengthening the monitoring mechanism of the project management units to
ensure the progress of the projects according to the plan and meet the
requirements of the donors.
