I. EPIDEMIC SITUATION

1. Vietnam

- Total: 2.758 cases / 49 provinces and cities, in which:

+ Recovered and discharged: 2.445 cases.

+ Under treatment: 278 cases.

+ 35 deaths.

According to the National Steering Committee for COVID-19 Prevention and Control, as of 14h00 on 16/4/2021 Vietnam has 1.603 domestic infected cases of COVID-19, in which, new infections in the community since 27/01 are 910 cases. (Hai Duong: 726, Quang Ninh: 61, Hanoi: 35, Gia Lai: 27, Hai Phong: 04, Bac Ninh: 05, Hoa Binh: 02, Ho Chi Minh City: 36, Binh Duong: 06, Bac Giang: 02, Dien Bien: 03, Ha Giang: 01, Hung Yen: 03).

2. Binh Thuan province

Up to now, Binh Thuan province has gone through 399 consecutive days without any case of COVID-19 infection.

Currently, there is no isolated case at the centralized isolation zones (accumulated 155 cases of finishing isolation time); 19 cases under health supervision and monitoring at home. (accumulated 1.663 cases of supervising and monitoring at home).

II. DEPLOYMENT OF DISEASE PREVENTION IN BINH THUAN

1. Deployment results from 16h00, 09/4/2021 to now:

1.1. Directions of Central Government, Provincial Party Committee, Provincial People’s Committee, Steering Committee for COVID-19 Prevention and Control.

- Request no 1231/TTr-SYT dated 16/4/2021 of the Department of Health on the proposal to issue plan on COVID-19 vaccination of Binh Thuan province for the period 2021 – 2022;

- Plan no 1232/KH-SYT dated 16/4/2021 of the Department of Health on COVID-19 vaccination for priority groups, phase 1 of 2021 in Binh Thuan province.

1.2. Professional works

- Number of sample taken from 16:00, 09/4/2021 to 16:00, 16/4/2021 is 145, accumulated 11.623 samples.

- Number of sample tested from 16:00, 09/4/2021 to 16:00, 16/4/2021 is 102, with negative result (Accumulation for tested samples: 11.580 with negative results).

- Number of citizens returned to Binh Thuan from 16h00 on 09/4/2021 to 16h00 on 16/4/2021, which are sampled and monitored: 00 (accumulated 1.682 cases/1.682 samples with negative results)

2. Propaganda works

- Continuing to propagate the situation of acute respiratory infections caused by COVID-19 in the entire province on website of the Department of Health, Binh Thuan Health information page.

- Coordinating with the Provincial Public Security Department continuously to monitor the information on social networks to promptly rectify and handle any case of inaccuracy, false or untrue information on the epidemic.

- Binh Thuan Radio – Television Station broadcasted 05 articles on COVID-19 prevention and control in afternoon and evening news on both television and radio channels, in particular: Online central conference on COVID-19 prevention and control;  PPC gives support to teachers, employees, education facilities in Tuy Phong district; preparation for vaccination; Distribution of material for vaccination; updates on COVID-19 in the province; Broadcasting trailers on radio and television channels: Bluzone installation and the need of Bluzone installation: 12 times; Before going to the hospital: 01 time; 5K message: 03 times; QR CODE online medical declaration: 09 times; Living with COVID: 07 times; Announcement no 745 of the Provincial People’s Committee on implementation of COVID-19 prevention and control measures in the new normal situation: 01 time; Implementation of COVID-19 propaganda on Website: 30 clips, audios and texts; on Facebook: 30 clips, audios and texts; on Youtube: 30 clips.

- Binh Thuan Newspaper posted 05 news on COVID-19 propaganda: preparation plan for vaccination; lists of priority group for vaccination; over 15.000 deaths due to COVID-19 in Philippines; COVID-19 passport in Europe; Paying no subjective against the epidemic outbreaks in Thailand and Cambodia.

3. Deployment results of epidemic prevention by departments, agencies, and localities

- Conducting the Dispatch no 91/CV-TU dated 09/02/2021 of Binh Thuan Party Committee on strengthening COVID-19 prevention and control in the new situation; Dispatch no 400/UBND-KGVXNV dated 29/01/2021 of the Provincial People’s Committee on the deployment of urgent measures on COVID-19 prevention and control; Dispatch no 446/UBND-KGVXNV dated 02/02/2021 of the PPC on continuing to implement the urgent COVID-19 prevention and control measures, Dispatch no 594/UBND-KGVXNV dated 19/02/2021 of the PPC on strengthening the supervision of people coming to Binh Thuan from those provinces associated to the epidemic, Dispatch no 745/UBND-KHVXNV dated 05/3/2021 of the PPC on continuing to implement measures for COVID-19 prevention and control in the new normal situation and Dispatch no 1038/CV-BCD dated 02/4/2021 of the Provincial Steering Committee for COVID-19 Prevention and Control on updating the list of localities involving COVID-19 for applying the epidemic prevention measures.

III. WORKS TO BE CONTINUATED IN THE PREVENTION AND CONTROL OF EPIDEMIC

1. Continuing to implement the guidance of the Central Government, the Provincial Party Committee, the Provincial People’s Committee, the Provincial Steering Committee for COVID-19 prevention and control, of which: Directive no 05/CT-TTg dated 28/01/2021 of the Prime Minister on several urgent measures for COVID-19 prevention and control; Announcement no 31/TB-VPCP dated 25/02/2021 of the Government Office on the conclusion of Prime Minister Nguyen Xuan Phuc at the Standing Government’s meeting on COVID-19 prevention and control; Telegram no 95/CD-BYT dated 28/01/2021 of the Ministry of Health on investigation and handling of the COVID-19 outbreaks in the provinces and cities; Dispatch no 91/CV-TU dated 09/02/2021 of Binh Thuan Party Committee on strengthening COVID-19 prevention and control in the new situation; Dispatch no 400/UBND-KGVXNV dated 29/01/2021 of the Provincial People’s Committee on the deployment of urgent measures on COVID-19 prevention and control; Dispatch no 446/UBND-KGVXNV dated 02/02/2021 of the PPC on continuing to implement the urgent COVID-19 prevention and control measures, Dispatch no 523/UBND-KGVXNV dated 08/02/2021; Dispatch no 594/UBND-KGVXNV dated 19/02/2021 of the PPC on strengthening the supervision of people coming to Binh Thuan from those provinces associated to the epidemic; Dispatch no 745/UBND-KGVXNV dated 05/3/2021 of the PPC on continuing to implement measures for COVID-19 prevention and control in the new normal situation and Dispatch no 1038/CV-BCD dated 02/4/2021 of the Provincial Steering Committee for COVID-19 Prevention and Control on updating the list of localities involving COVID-19 for applying the epidemic prevention measures.

2. The districts, towns, and city to direct the district COVID-19 prevention and control units to increase labor inspection in enterprises employing workers from other provinces to detect those coming from provinces recorded the epidemic (according to the list attached to the Dispatch no 1038/CV-BCD dated 02/4/2021 of the Provincial Steering Committee for COVID-19 Prevention and Control on updating the list of localities involving COVID-19 for applying the epidemic prevention measures); taking SARS-CoV-2 samples for high risk objectives according to Dispatch no 914/SYT-NV dated 24/3/2021 of the Department of Health for early detection of infection cases to avoid spreading the disease out to the community.

3. Strengthening the supervision and management of the concentrated isolation zones.

4. Strengthening the implementation of COVID-19 prevention measures in the treatment facilities; the communication and guidance for the community to understand and comply with the recommendations from the health authorities; strictly implementing the preventive measures as 5K message (mask – disinfection – distance – not gather – health declaration); implementing health care in the election of deputies to the 15^th National Assembly and People’s Councils at all level of Binh Thuan province, term 2021 – 2026.

5. Monitoring closely the epidemic situation to proactively advice the Provincial People’s Committee to handle any arising situation; receiving and injecting COVID-19 vaccines in the province,  

6. The agencies and localities continue to conduct the medical declaration by QR CODE to all cadres, officials, employees. The Department of Transport, the Department of Agriculture and Rural Development, the Department of Culture, Sports and Tourism to remind the contractors of key projects; the Industrial Zones Authority, the Department of Labor, Invalids and Social Affairs to remind the businesses in the industrial zones, the thermal power center, ect… to implement strictly the monitoring and medical declaration for employees, especially those people from other provinces returning to work after Tet holiday and other subjects at risk.

7. Suggesting the transport businesses, train station and bus stations to guide passengers to strictly comply the 5K message; the localities to continue to prepare the quarantine plans (ready in case of large number of F1 in the community) and plans for zoning, isolating at the localities, at the same time, continue to remind the roadside and highway eateries to strictly implement measures for epidemic prevention and control./.
