on COVID-19 situation 2021

I. EPIDEMIC SITUATION

1. Vietnam

- Total: 3.507 cases / 49 provinces and cities, in which:

+ Recovered and discharged: 2.618 cases.

+ Under treatment: 854 cases.

+ 35 deaths.

According to the National Steering Committee for COVID-19 Prevention and Control, as of 14h00 on 11/5/2021 Vietnam has 2.071 domestic infected cases of COVID-19, in which, new infections in the community since 27/01 are 1.412 cases. (Hai Duong: 733, Quang Ninh: 62, Hanoi: 109, Gia Lai: 27, Hai Phong: 04, Bac Ninh: 108, Hoa Binh: 07, Ho Chi Minh City: 37, Binh Duong: 06, Bac Giang: 64, Dien Bien: 05, Ha Giang: 01, Hung Yen: 22, Ha Nam: 16, Yen Bai: 01, Vinh Phuc: 60, Da Nang: 53, Quang Nam: 03, Dong Nai: 01, Thai Binh: 06, Quang Ngai: 01, Lang Son: 05, Thanh Hoa: 01, Nghe An: 01, Nam Dinh: 02, Phu Tho: 01, National Hospital for Tropical Diseases: 53, National Hospital for Tropical Diseases – Dong Anh Branch: 18, Hai Phong: 01, Hue: 01, Dak Lac: 02, Quang Tri: 03). Particularly from 27/4/2021, the epidemic has been recorded at 26 provinces and cities with 502 new infected cases in the community.

2. Binh Thuan province

Up to now, Binh Thuan province has gone through 424 consecutive days without any case of COVID-19 infection.

Currently, Binh Thuan General Hospital is treating 01 case of new COVID-19 patient, on entry from Indonesia, stable health. When entering Binh Thuan, this case has followed the process of receiving, isolating, strictly managed from the time of entry, so it is not possible to spread out in the community. The COVID-19 is under the control of the province.

32 cases are under isolated at centralized isolation zones: Ham Thuan Bac (02), Tuy Phong (08), Bac Binh (07), Duc Linh (03), Ham Thuan Nam (02), Phan Thiet (03), Tanh Linh (06), Lagi (01) (accumulated 155 cases has passed the isolation period); 343 cases under health supervision and monitoring at home (in which, 67 cases are under monitored and isolated at home, 276 cases are self-monitored at home. (Accumulated 1.682 cases of passed the supervision and monitoring at home). They are all in normal health.

II. DEPLOYMENT OF DISEASE PREVENTION IN BINH THUAN

1. Deployment results from 16h00, 10/5/2021 to now:

1.1. Directions of Central Government, Provincial Party Committee, Provincial People’s Committee, Steering Committee for COVID-19 Prevention and Control.

- Dispatch no 3848/BYT-DP dated 10/5/2021 of the Ministry of Health on the deployment of SARS-CoV-2 testing in the new situation.

- Dispatch no 1594/UBND-KGVXNV dated 10/5/2021 of the Provincial People’s Committee on continuing to conduct the measures for COVID-19 prevention and control.

- Dispatch no 1530/CV-BCD and 1548/CV-BCD dated 11/5/2021 of the Provincial Steering Committee for COVID-19 Prevention and Control on updating the list of localities involving COVID-19 for applying the epidemic prevention measures.

- On 11/5/2021, the Department of Health executed:

+ Dispatch no 1536/SYT-NV on deployment of Dispatch no 1594/UBND-KGVXNV dated 10/5/2021 of the Provincial People’s Committee.

+ Dispatch no 1537/SYT-NV on establishment guidance of teams for COVID-19 prevention and control in the community.

1.2. Professional works

- Number of sample taken from 16:00, 10/5/2021 to 16:00, 11/5/2021 is 226, accumulated 13.344 samples.

- Number of sample tested from 16:00, 10/5/2021 to 16:00, 11/5/2021 is 153, with negative result (Accumulation for tested samples: 13.240, with 13.239 negative results, 01 positive result).

- Number of civil servants, cadres, employees and experts working in the province who return to Binh Thuan from 08/5/2021 to 14h00, 09/5/2021 according to Dispatch no 1417/CV-BCD on conducting the health declaration and test sampling is 00 case (accumulated 09 cases/09 samples with negative results).

- Number of citizens returned from Nha Trang, Da Lat according to Dispatch no 1503/SYT-NV dated 09/5/2021 of the Department of Health, counted to 14h00 on 11/5/2021, is 146 cases, which are monitored and sampled at home. In which, from Nha Trang: 50 cases (sampled: 21 cases, including: 17 negative results, 04 awaiting results), from Da Lat: 96 cases (sampled: 31 cases, 03 negative results, 28 awaiting results), the rest of cases is under health monitoring at home.

- Number of citizens returned to Binh Thuan from 16h00 on 10/5/2021 to 16h00 on 11/5/2021, which are sampled and monitored: 01 case (returned from Hue), waiting for test result (accumulated for 1.766 /1.767 samples with negative results).

          - Number of people injected COVID-19 vaccine in phase 1 is: 8.853; vaccination has been completed in the province.

2. Propaganda works

- Continuing to propagate the situation of acute respiratory infections caused by COVID-19 in the entire province on website of the Department of Health, Binh Thuan Health information page.

- Coordinating with the Provincial Public Security Department continuously to monitor the information on social networks to promptly rectify and handle any case of inaccuracy, false or untrue information on the epidemic. The central press agencies located in the province focus on providing the following information: Binh Thuan: Any establishment that violates the epidemic prevention will come to suspension result; Binh Thuan to prohibit weddings and parties to prevent and control COVID-19 epidemic; Intercity busses are not allowed to stop for eatery at any restaurant along the national roads; Binh Thuan to clarify responsibilities of organizations and individuals not complying with epidemic prevention and control regulations.

- Binh Thuan Radio – Television Station broadcasted 07 articles on COVID-19 prevention and control in afternoon and evening news on both television and radio channels; Broadcasting trailers on radio and television channels: Bluzone installation and the urge of Bluzone installation: 04 times; Living with COVID - 5K message: 02 times; QR CODE online medical declaration: 02 times; Implementation of COVID-19 propaganda on Website: 15 clips, audios and texts; on Facebook: 05 clips, audios and texts; on Youtube: 04 clips.

- Binh Thuan Newspaper posted 03 news on: Propaganda on the implementation of COVID-19 Prevention and Control; COVID-19 propaganda; localities to deploy the epidemic prevention tasks; Isolation tasks ready to respond in case of epidemic; direction tasks of the central government and province in the prevention of COVID-19; tracing task of infected cases across the country.

3. Deployment results of epidemic prevention by departments, agencies, and localities

- Conducting the Dispatch no 132/CV-TU dated 28/4/2021 of Binh Thuan Party Committee on strengthening COVID-19 prevention and control; Dispatch no 1414/UBND-KGVXNV dated 27/4/2021 of the Provincial People’s Committee on the deployment of measures on COVID-19 prevention and control; Dispatch no 1577/UBND-KGVXNV dated 07/5/2021 of the PPC on enhancing strict implementation of COVID-19 prevention and control measures in the new situation; Dispatch no 1594/UBND-KGVXNV dated 10/5/2021 of the Provincial People’s Committee on continuing to deploy the measures for COVID-19 prevention and control; Dispatch no 1548/CV-BCD dated 11/5/2021 of the Provincial Steering Committee for COVID-19 prevention and control on updating the list of localities involving COVID-19 for applying the epidemic prevention measures.

III. WORKS TO BE CONTINUATED IN THE PREVENTION AND CONTROL OF EPIDEMIC

1. Continuing to implement the guidance of the Central Government, the Provincial Party Committee, the Provincial People’s Committee, the Provincial Steering Committee for COVID-19 prevention and control[1].

2. Districts, towns and cities urgently to establish teams for COVID-19 prevention and control in community according to Decision no 3468/QD-BYT dated 07/8/2020 of the Ministry of Health on the issuance of “Guidance on temporary supervision of COVID-19 prevention and control”; to direct the teams for COVID-19 prevention and control at district and commune level to strengthen checking workers at enterprises employing workers outside the province to detect workers coming from epidemic provinces (according to the list attached to Dispatch no 1548/CV-BCD dated 11/5/2021 of the Provincial Steering Committee for COVID-19 Prevention and Control updating the list of localities involving COVID-19 for applying the epidemic prevention measures); at the same time, raising awareness and mobilizing the entire political system, the participation of the people in the prevention and control of COVID-19 epidemic with the motto "going to every corners, knocking on every doors, checking every subjects", including immigrants and foreigners living in the province; Continuing taking sample for SARS-CoV-2 towards high-risk objectives according to Dispatch no 914/SYT-NV dated 24/3/2021 of the Department of Health for early detection of infection cases to avoid spreading the disease out to the community.

3. Strengthening the supervision and management of the concentrated isolation zones, accommodation facilities, tourism facilities; requesting for strict implementation of health declaration and random sampling towards those going to/coming from/returning to localities from other provinces, cities.

4. Strengthening the implementation of COVID-19 prevention measures in the treatment facilities; the communication and guidance for the community to understand and comply with the recommendations from the health authorities; strictly implementing the preventive measures as 5K message (mask – disinfection – distance – not gather – health declaration); implementing health care in the election of deputies to the 15^th National Assembly and People’s Councils at all level of Binh Thuan province, term 2021 – 2026.

5. Developing plans for epidemic prevention by levels; actively monitoring the epidemic situation and movement in order to promptly handle any arising situations; Continuing to implement vaccination in the province to ensure the prescribed schedule and time.

6. Agencies, units and localities are not allowed to organize cultural, physical training, sports, and entertainment activities with a large concentration of people; temporary suspending all really unnecessary meetings to focus highly on epidemic prevention and control. Cadres, public employees and servants must wear facemasks throughout the time they attend meetings, work or receive citizens.

7. Suggesting the transport businesses, train station and bus stations to guide passengers to strictly comply the 5K message; the localities to continue to prepare the quarantine plans (ready in case of large number of F1 in the community) and plans for zoning, isolating at the localities, at the same time, continue to remind the roadside and highway eateries to strictly implement measures for epidemic prevention and control, can only serve food takeaway, not to serve on spot./.
