I. EPIDEMIC SITUATION

1. Vietnam

- Total: 2.554 cases / 49 provinces and cities, in which:

+ Recovered and discharged: 2.086 cases.

+ Under treatment: 433 cases.

+ 35 deaths.

According to the National Steering Committee for COVID-19 Prevention and Control, as of 14h00 on 15/3/2021 Vietnam has 1.594 domestic infected cases of COVID-19, in which, new infections in the community since 27/01 are 901 cases. (Hai Duong: 717, Quang Ninh: 61, Hanoi: 35, Gia Lai: 27, Hai Phong: 04, Bac Ninh: 05, Hoa Binh: 02, Ho Chi Minh City: 36, Binh Duong: 06, Bac Giang: 02, Dien Bien: 03, Ha Giang: 01, Hung Yen: 02).

2. Binh Thuan province

Up to now, Binh Thuan province has gone through 367 consecutive days without any case of COVID-19 infection.

Currently, there are 20 cases at the centralized isolation zone of Tuy Phong (accumulated 114 cases of finishing isolation time); there is no case under health supervision and monitoring at home. (accumulated 1.658 cases of supervising and monitoring at home).

II. DEPLOYMENT OF DISEASE PREVENTION IN BINH THUAN

1. Deployment results from 16h00, 11/3/2021 to now:

1.1. Directions of Central Government, Provincial Party Committee, Provincial People’s Committee, Steering Committee for COVID-19 Prevention and Control.

Dispatch no 788/CV-BCD dated 12/3/2021 of the Provincial Steering Committee for COVID-19 Prevention and Control on updating the list of localities involving COVID-19 for applying the epidemic prevention measures.

1.2. Professional works

- Number of sample taken from 16:00, 11/3/2021 to 16:00, 15/3/2021 is 1.062, accumulated 8.342 samples.

- Number of sample tested from 16:00, 11/3/2021 to 16:00, 15/3/2021 is 1.130, with negative result (Accumulation for tested samples: 8.314 with negative results).

- Number of citizens returned to Binh Thuan from 16h00 on 11/3/2021 to 16h00 on 15/3/2021, which are sampled and monitored: 00 (accumulated 1.658 cases/1.658 samples with negative results)

- Number of SARS-CoV-2 screening test for medical staffs as directed at Telegram no 97/CD-BYT dated 29/01/2021 of the Ministry on strengthening drastically the measures on COVID-19 prevention in medical examination and treatment establishments from 16h00 on 11/3/2021 to 16h00 on 09/3/2021 is 1.041 samples (accumulated 2.493 samples), 2.485 samples have been tested with negative results, 08 samples are under testing process.

2. Propaganda works

- Continuing to propagate the situation of acute respiratory infections caused by COVID-19 in the entire province on website of the Department of Health, Binh Thuan Health information page, Newspapers, Provincial Radio and Television Station.

- Coordinating with the Provincial Public Security Department continuously to monitor the information on social networks to promptly rectify and handle any case of inaccuracy, false or untrue information on the epidemic.

- Binh Thuan Radio – Television Station broadcasted 05 articles on COVID-19 prevention and control in afternoon and evening news on both television and radio channels, in particular: the list of localities for applying the epidemic prevention measures; preparing plan and safety training for COVID-19 vaccination; Supports for people affected by COVID-19 over 147 billion VND; public offices of Bac Binh to strictly implement measures for COVID-19 prevention and control; Update on COVID-19 situation of the province; Broadcasting trailers on radio and television channels: Bluzone installation and the need of Bluzone installation: 24 times; 5K message: 08 time; QR CODE online medical declaration: 08 times; Living with COVID: 12 times; announcement no 745 of the Provincial People’s Committee on continuing to implement measures for COVID-19 prevention and control in the new normal situation: 02 times; Implementation of COVID-19 propaganda on Website: 40 clips, audios and texts; on Facebook: 40 clips, audios and texts; on Youtube: 40 clips.

- Binh Thuan Newspaper posted 03 news: The preparation task for vaccination of Binh Thuan; Vaccination – the unique effective anti-epidemic measure; 5K measure for epidemic prevention and control.

3. Deployment results of epidemic prevention by departments, agencies, and localities

- Conducting the Dispatch no 91/CV-TU dated 09/02/2021 of Binh Thuan Party Committee on strengthening COVID-19 prevention and control in the new situation; Dispatch no 400/UBND-KGVXNV dated 29/01/2021 of the Provincial People’s Committee on the deployment of urgent measures on COVID-19 prevention and control; Dispatch no 446/UBND-KGVXNV dated 02/02/2021 of the PPC on continuing to implement the urgent COVID-19 prevention and control measures, Dispatch no 594/UBND-KGVXNV dated 19/02/2021 of the PPC on strengthening the supervision of people coming to Binh Thuan from those provinces associated to the epidemic and Dispatch no 788/CV-BCD dated 12/3/2021 of the Provincial Steering Committee for COVID-19 Prevention and Control on updating the list of localities involving COVID-19 for applying the epidemic prevention measures

III. WORKS TO BE CONTINUATED IN THE PREVENTION AND CONTROL OF EPIDEMIC

1. Continuing to implement the guidance of the Central Government, the Provincial Party Committee, the Provincial People’s Committee, the Provincial Steering Committee for COVID-19 prevention and control, of which: Directive no 05/CT-TTg dated 28/01/2021 of the Prime Minister on several urgent measures for COVID-19 prevention and control; Announcement no 31/TB-VPCP dated 25/02/2021 of the Government Office on the conclusion of Prime Minister Nguyen Xuan Phuc at the Standing Government’s meeting on COVID-19 prevention and control; Telegram no 95/CD-BYT dated 28/01/2021 of the Ministry of Health on investigation and handling of the COVID-19 outbreaks in the provinces and cities; Dispatch no 91/CV-TU dated 09/02/2021 of Binh Thuan Party Committee on strengthening COVID-19 prevention and control in the new situation; Dispatch no 400/UBND-KGVXNV dated 29/01/2021 of the Provincial People’s Committee on the deployment of urgent measures on COVID-19 prevention and control; Dispatch no 446/UBND-KGVXNV dated 02/02/2021 of the PPC on continuing to implement the urgent COVID-19 prevention and control measures, Dispatch no 523/UBND-KGVXNV dated 08/02/2021; Dispatch no 594/UBND-KGVXNV dated 19/02/2021 of the PPC on strengthening the supervision of people coming to Binh Thuan from those provinces associated to the epidemic; Dispatch no 745/UBND-KGVXNV dated 05/3/2021 of the PPC on continuing to implement measures for COVID-19 prevention and control in the new normal situation and Dispatch no 788/CV-BCD dated 13/3/2021 of the Provincial Steering Committee for COVID-19 Prevention and Control on updating the list of localities involving COVID-19 for applying the epidemic prevention measures.

2. The districts, towns, and city to direct the district COVID-19 prevention and control units to increase labor inspection in enterprises employing workers from other provinces to detect those coming from provinces recorded the epidemic (according to the list attached to the Dispatch no 788/CV-BCD dated 12/3/2021 of the Provincial Steering Committee for COVID-19 Prevention and Control on updating the list of localities involving COVID-19 for applying the epidemic prevention measures); taking samples for early detection of infection cases to avoid spreading the disease out to the community.

3. Strengthening the supervision and management of the concentrated isolation zones.

4. Strengthening the implementation of COVID-19 prevention measures in the treatment facilities; the communication and guidance for the community to understand and comply with the recommendations from the health authorities; strictly implementing the preventive measures as 5K message (mask – disinfection – distance – not gather – health declaration).

5. Monitoring closely the epidemic situation to proactively advice the Provincial People’s Committee to handle any arising situation; Preparing plans for receiving and using COVID-19 vaccines for the priority groups in the province when allocated by the Ministry of Health.

6. The agencies and localities continue to conduct the medical declaration by QR CODE to all cardres, officials, employees. The Department of Transport, the Department of Agriculture and Rural Development, the Department of Culture, Sports and Tourism to remind the contractors of key projects; the Industrial Zones Authority, the Department of Labor, Invalids and Social Affairs to remind the businesses in the industrial zones, the thermal power center, ect… to implement strictly the monitoring and medical declaration for employees, especially those people from other provinces returning to work after Tet holiday and other subjects at risk.

7. Suggesting the transport bussinesses, train station and bus stations to guide passengers to strictly comply the 5K message; the localities to continue to prepare the quarantine plans (ready in case of large number of F1 in the community) and plans for zoning, isolating at the localities, at the same time, continue to remind the roadside and highway eateries to strictly imlement measures for epidemic prevention and control.

8. Implementing SARS-CoV-2 screening tests for medical staffs as directed at Telegram no 97/CD-BYT dated 29/01/2021 of the Ministry of Health on strengthening drastically the measures for COVID-19 infection prevention and control in the medical examination and treatment establishments./.
