on COVID-19 situation 2021

I. EPIDEMIC SITUATION

1. Vietnam

- Total: 4.464 cases / 57 provinces and cities, in which:

+ Recovered and discharged: 2.668 cases.

+ Under treatment: 1.761 cases.

+ 37 deaths.

According to the National Steering Committee for COVID-19 Prevention and Control, as of 14h00 on 18/5/2021 Vietnam has 2.994 domestic infected cases of COVID-19, in which, new infections in the community since 27/01 are 2.335 cases. (Hai Duong: 738, Quang Ninh: 62, Hanoi: 173, Gia Lai: 27, Hai Phong: 04, Bac Ninh: 298, Hoa Binh: 09, Ho Chi Minh City: 37, Binh Duong: 06, Bac Giang: 476, Dien Bien: 33, Ha Giang: 01, Hung Yen: 33, Ha Nam: 34, Yen Bai: 01, Vinh Phuc: 87, Da Nang: 144, Quang Nam: 03, Dong Nai: 01, Thai Binh: 14, Quang Ngai: 01, Lang Son: 19, Thanh Hoa: 01, Nghe An: 01, Nam Dinh: 05, Phu Tho: 04, National Hospital for Tropical Diseases: 58, National Hospital for Tropical Diseases – Dong Anh Branch: 22, Hai Phong: 02, Hue: 05, Dak Lac: 03, Quang Tri: 03, K Hospital: 03, K Hospital – Tan Trieu branch: 24, Tuyen Quang: 01, Son La: 01). Particularly from 27/4/2021, the epidemic has been recorded at 28 provinces and cities with 1.424 new infected cases in the community.

2. Binh Thuan province

Up to now, Binh Thuan province has gone through 431 consecutive days without any case of COVID-19 infection.

Currently, Binh Thuan General Hospital is treating 01 case of new COVID-19 patient, on entry from Indonesia, stable health. When entering Binh Thuan, this case has followed the process of receiving, isolating, strictly managed from the time of entry, so it is not possible to spread out in the community. The COVID-19 is under the control of the province.

28 cases are under isolated at centralized isolation zones: Ham Thuan Bac (04), Tuy Phong (01), Bac Binh (09), Duc Linh (05), Ham Thuan Nam (02), Phan Thiet (04), Tanh Linh (02), Lagi (01) (accumulated 167 cases passed the isolation period); 392 cases under health supervision and monitoring at home (in which, 116 cases are under monitored and isolated at home, 276 cases are self-monitored at home. (Accumulated 1.705 cases of passed the supervision and monitoring at home). They are all in normal health.

II. DEPLOYMENT OF DISEASE PREVENTION IN BINH THUAN

1. Deployment results from 16h00, 17/5/2021 to now:

1.1. Directions of Central Government, Provincial Party Committee, Provincial People’s Committee, Steering Committee for COVID-19 Prevention and Control.

- On 18/5, the Provincial Steering Committee for COVID-19 Prevention and Control executed:

Dispatch no 1653/CV-BCD and Dispatch no 1661/CV-BCD on updating the list of localities involving COVID-19 for applying the epidemic prevention measures.

- Announcement no 1645/TB-SYT dated 17/5/2021 of the Department of Health on the Conclusion of Director of the Department of Health at the leadership meeting on reviewing on the implementation and deployment of tasks and works on COVID-19 prevention and control.

1.2. Professional works

- Number of sample taken from 16:00, 17/5/2021 to 16:00, 18/5/2021 is 352, accumulated 14.911 samples.

- Number of sample tested from 16:00, 17/5/2021 to 16:00, 18/5/2021 is 349, with negative results (Accumulation for tested samples: 14.744, with 13.239 negative results, 01 positive result).

- Number of citizens returned from Nha Trang, Da Lat according to Dispatch no 1503/SYT-NV dated 09/5/2021 of the Department of Health from 16h00 on 17/5/2021 to 16h00 on 18/5/2021 is 01 cases, which are monitored and sampled at home (Accumulated for 186 cases. In which, from Nha Trang: 58 cases, sampled: 21 cases with negative results; from Da Lat: 128 cases, sampled: 59 cases with negative results, the rest of cases is under health monitoring at home).

- Number of citizens returned to Binh Thuan from 16h00 on 17/5/2021 to 16h00 on 18/5/2021, which are sampled and monitored: 03 cases, with negative test results (accumulated for 1.848/1.848 samples with negative results).

+ Nha Trang: 01 case, 01 tested/01 sample

+ Bac Ninh: 02 cases, 02 tested/02 samples.

2. Propaganda works

- Continuing to propagate the situation of acute respiratory infections caused by COVID-19 in the entire province on website of the Department of Health, Binh Thuan Health information page.

- Coordinating with the Provincial Public Security Department continuously to monitor the information on social networks to promptly rectify and handle any case of inaccuracy, false or untrue information on the epidemic.

- Binh Thuan Radio – Television Station broadcasted 05 articles on COVID-19 prevention and control in afternoon and evening news on both television and radio channels, in particular: Binh Thuan Southern General Hospital ready for COVID-19 prevention and control; Phan Thiet leaders to check on the epidemic prevention and control at eatery facilities; Strict execution of regulations for COVID-19 prevention and control;  updates on the list of localities involving COVID-19; Updates on COVID-19 situation on 18/5/2021. Broadcasting trailers on radio and television channels: Bluzone installation and the urge of Bluzone installation: 01 times; Living with COVID - 5K message: 11 times; QR CODE online medical declaration: 01 times; Implementation of COVID-19 propaganda on Website: 14 clips, audios and texts; on Facebook: 04 clips, audios and texts; on Youtube: 04 clips.

- Binh Thuan Newspaper posted 03 news on: Propaganda on the implementation of COVID-19 Prevention and Control; COVID-19 propaganda; localities to deploy the epidemic prevention tasks; Isolation tasks ready to respond in case of epidemic; direction tasks of the central government and province in the prevention of COVID-19; tracing task of infected cases across the country.

3. Deployment results of epidemic prevention by departments, agencies, and localities

- Conducting the Dispatch no 132/CV-TU dated 28/4/2021 of Binh Thuan Party Committee on strengthening COVID-19 prevention and control; Dispatch no 1414/UBND-KGVXNV dated 27/4/2021 of the Provincial People’s Committee on the deployment of measures on COVID-19 prevention and control; Dispatch no 1577/UBND-KGVXNV dated 07/5/2021 of the PPC on enhancing strict implementation of COVID-19 prevention and control measures in the new situation; Dispatch no 1594/UBND-KGVXNV dated 10/5/2021 of the Provincial People’s Committee on continuing to deploy the measures for COVID-19 prevention and control; Dispatch no 1671/UBND-KGVXNV dated 16/5/2021 of the Provincial People’s Committee on continuing to deploy the measures for COVID-19 prevention and control; Dispatch no 1661/CV-BCD dated 18/5/2021 of the Provincial Steering Committee for COVID-19 prevention and control on updating the list of localities involving COVID-19 for applying the epidemic prevention measures.

- Directing the supervision teams to keep checking the works of COVID-19 prevention and control at the facilities on the areas.

III. WORKS TO BE CONTINUATED IN THE PREVENTION AND CONTROL OF EPIDEMIC

1. Continuing to implement the guidance of the Central Government, the Provincial Party Committee, the Provincial People’s Committee, the Provincial Steering Committee for COVID-19 prevention and control[1].

2. Districts, towns and cities continue to direct the teams for COVID-19 prevention and control at district and commune level to strengthen checking workers at enterprises employing workers outside the province to detect workers coming from epidemic provinces (according to the list attached to Dispatch no 1661/CV-BCD dated 18/5/2021 of the Provincial Steering Committee for COVID-19 Prevention and Control updating the list of localities involving COVID-19 for applying the epidemic prevention measures); at the same time, raising awareness and mobilizing the entire political system, the participation of the people in the prevention and control of COVID-19 epidemic with the motto "going to every corners, knocking on every doors, checking every subjects", including immigrants and foreigners living in the province; Continuing taking sample for SARS-CoV-2 towards high-risk objectives according to Dispatch no 914/SYT-NV dated 24/3/2021 of the Department of Health for early detection of infection cases to avoid spreading the disease out to the community.

3. Strengthening the supervision and management of the concentrated isolation zones, accommodation facilities, tourism facilities, key construction zones of roads and bridges, transport enterprises, train stations, bus stations, docks … in the areas; requesting for strict implementation of health declaration and random sampling towards those going to/coming from/returning to localities from other provinces, cities, industrial zones, businesses with large employees and workers at the train station, bus stations, docks and those places with high risk of infection.

4. Strengthening the implementation of COVID-19 prevention measures in the treatment facilities; the communication and guidance for the community to understand and comply with the recommendations from the health authorities; strictly implementing the preventive measures as 5K message (mask – disinfection – distance – no gathering – health declaration); implementing health care in the election of deputies to the 15^th National Assembly and People’s Councils at all level of Binh Thuan province, term 2021 – 2026; checking on the tasks of COVID-19 prevention and control of business and production facilities, industrial zones in the province.

5. Developing plans for epidemic prevention by levels; actively monitoring the epidemic situation and movement in order to promptly handle any arising situations.

6. Agencies, units and localities are not allowed to organize cultural, physical training, sports, and entertainment activities with a large concentration of people; temporary suspending all really unnecessary meetings to focus highly on epidemic prevention and control. Cadres, public employees and servants must wear facemasks throughout the time they attend meetings, work or receive citizens.

7. Suggesting the transport businesses, train station and bus stations to guide passengers to strictly comply the 5K message; the localities to continue to prepare the quarantine plans (ready in case of large number of F1 in the community) and plans for zoning, isolating at the localities, at the same time, continue to remind the roadside and highway eateries to strictly implement measures for epidemic prevention and control, can only serve takeaway, not allowed to serve on spot./.
