QUICK REPORT

on COVID-19 situation 2021

(from 16h00, 28/01/2021 to 16h00, 30/01/2021)

 

I. COVID-19 SITUATION

According to the report of the Infectious Disease Monitoring System of Ministry of Health, up to 14:00, 30/01/2021, current COVID-19 (nCoV) situation is as follows:

1. In the world

- Total: 102.641.877 cases; 2.216.584 deaths.

- Countries with high morbidity and mortality rates:

+ USA: 26.512.193 cases, 447.459 deaths;

+ India: 10.734.026 cases, 154.184 deaths;

+ Brazil: 9.119.477 cases, 222.775 deaths;

+ Russia: 3.813.048 cases, 72.185 deaths;

+ England: 3.772.813 cases; 104.371 deaths

- 215 countries, territories have reported confirmed cases of infection.

2. In Vietnam

- Total: 1.739 cases / 46 provinces and cities, in which:

+ Recovered and discharged: 1.448 cases.

+ Under treatment: 256 cases.

+ 35 deaths.

3. In Binh Thuan province

Up to now, Binh Thuan province has gone through 323 consecutive days without any case of COVID-19 infection.

II. DEPLOYMENT OF DISEASE PREVENTION IN BINH THUAN

1. Directions of Central Government, Provincial Party Committee, Provincial People’s Committee, Steering Committee for COVID-19 Prevention and Control.

- Telegram no 97/CD-BYT dated 29/01/2021 of the Ministry of Health on strengthening drastically the measures on COVID-19 prevention in medical examination and treatment establishments.

- Dispatch no 726/BYT-DP dated 29/01/2021 of the Ministry of Health on the declaration and testing of people returning from the outbreaks in Hai Duong and Quan Ninh.

- Dispatch no 400/UBND-KGVXNV dated 29/01/2021 of the Provincial People’s Committee on the deployment of urgent measures on COVID-19 prevention.

2. Deployment results from 16:00, 28/01/2021 to now

On 29/01 and 30/01/2021, the Department of Health has issued:

Dispatch no 316/SYT-NV dated 19/01/2021 on urgent noticing the Telegram no 27 of the Ministry of Health; Dispatch no 331/SYT-NV dated 29/01/2021 on the deployment of urgent measures on COVID-19 prevention; Dispatch no 332/SYT-NV dated 30/01/2021 on urgent noticing the Telegram no 29 of the Ministry of Health Dispatch no 333/SYT-NV dated 30/01/2021 on the declaration and testing of people returning from the outbreaks in Hai Duong and Quan Ninh; Dispatch no 334/SYT-NV dated 30/01/2021 on establishing the medical checkpoints for COVID-19 prevention and control.

2.2. Professional works

- Number of sample taken from 16:00, 28/01/2021 to 16:00, 30/01/2021 is 60, accumulated 160 samples.

- Number of sample tested from 16:00, 28/01/2021 to 16:00, 30/01/2021 is 46 with negative results, 14 samples waiting for the result. Cumulatively, 1446 samples have been tested with negative results.

- Number of people coming from the provinces with epidemic, especially Hai Duong and Quang Ninh, as of 16h00 on 30/01/2021 is 27 (13 cases with negative test results, the remains are under testing), all cases are clossely mornitored, supervised, and isolated at their homes by the authorised health agencies.

2.3. Propaganda works

- Continuing to propagate the situation of acute respiratory infections caused by Covid-19 in the entire province on website of the Department of Health, Binh Thuan Health information page, Newspapers, Provincial Radio and Television Station.

- Coordinating with the Provincial Public Security Department continuously to monitor the information on social networks to promptly rectify and handle any case of inaccuracy, false or untrue information on the epidemic.

The Binh Thuan Propaganda, Binh Than Hometown, Binh Thuan Information, the Youth Union for the provincial agencies and enterprises … and other private facebook pages: posting and sharing information on calling on people to join hands with the Party and the State to fight the epidemic for welcoming a warm and happy Lunar New Year; posting the directions of the Deputy Prime Minister Vu Duc Dam; guidances on epidemic prevention in industrial zones, factories, …; directions of the People’s Committees of districts; sharing cases of COVID-19 announced by the Ministry of Health and propagandizing people to raise awareness of epidemic prevention, not being subjective nor neglected.

- The central press agencies residing in the province: reporting the negative cases after returning form the epidemic areas such as: Ho Chi Minh City Law Newspaper.

- The local press agencies: Binh Thuan Newspapers, Binh Thuan Radio and Television Station posting a lot of information on the epidemic prevention propaganda to help local people timely grasp information and trust the epidemic prevention measures of the province; informing the negative results of cases returning from Hai Duong and Quang Ninh.

2.4. Deployment results of epidemic prevention by departments, agencies, localities and the management of tourists in Binh Thuan

2.4.1. Departments and agencies                

- By reviewing the data from the provincial Immigration Department and the tourist accommodation establishments, as of 30/01/2021, Binh Thuan has accommodated about 2.250 guests. Currently, the province has about 70-80% of the accommodation facilities under operation. Most of these establishments fully comply with the safety instructions in epidemic prevention, in which focusing on the implementation of 5K measure: mask – disinfection – distance – not gather – health declaration; Requesting the Management units of tourist zones, tourist attractions, travel businesses, hospitality establishments, tourism services to seriously implement urgent measures for COVID-19 prevention. In which, focusing on reviewing and strictly implementing the epidemic prevention and control measures at tourist establishments; reviewing the incoming and upcoming visitor groups to take strict control measures and implement the epidemic prevention and control according to the guidance of the health authorities.

- Implementing the 5K measure; reviewing, propagating and request the civil servants, officials, employees and their relatives (if any) coming back from the epidemic areas, especialy Quang Ninh and Hai Dương from 13/01/2021 to conduct the medical declaration at the nearest local health agencies; procatively notifying the local health agencies, local authorities if detecting people returning from Quang Ninh, Hai Duong or in concern with locations, cases of close contact with COVID-19 patients.

2.4.2. People’s Committee of districts, towns and cities

- Conducting the Dispatch no 400/UBND-KGVXNV dated 29/01/2021 of the Provincial People’s Committee on the deployment of urgent measures on COVID-19 prevention.

Strengthening the communication, and monitoring health at home, conducting medical declaration for cases coming back home from abroad and epidemic areas, especially Hai Duong and Quang Ninh in order to have timely solutions to avoid spreading the epidemic to the community.

III. IDENTIFICATION OF EPIDEMIC DEVELOPMENT IN THE COMING TIME

Over 323 days, Binh Thuan province has had no new case (from March 12 to now). However, the epidemic development is still very complicated. Currently, Vietnam has total 1.739 cases of COVID-19 infection, 35 deaths. It is recored many new cases of infection in the community. Therefore, it is required that we are absolutely not being subjective, neglected, out of guard, and always ready at the highest level, especially for the forces directly engaged in epidemic prevention and control.  

IV. WORKS TO BE CONTINUATED IN THE PREVENTION AND CONTROL OF EPIDEMIC

1. Continuing to implement the guiding documents of the Central Government, the Provincial Party Committee, the Provincial People’s Committee, the Provincial Steering Committee for COVID-19 prevention and control.

2. Implementing the Directive no 05/CT-TTg dated 28/01/2021 of the Prime Minister on several urgent measures for COVID-19 prevention and control; Telegram no 95/CD-BYT dated 28/01/2021 of the Ministry of Health on investigation and handling of the COVID-19 outbreaks in the provinces and cities; Telegram no 97/CD-BYT dated 29/01/2021 of the Ministry of Health on strengthening drastically the measures on COVID-19 prevention in medical examination and treatment establishments; Dispatch no 400/UBND-KGVXNV dated 29/01/2021 of the Provincial People’s Committee on the deployment of urgent measures on COVID-19 prevention.

3. Reviewing, tracing, managing and isolating cases of travelling to and from places with high risk of infection (especially from the northern provinces, such as Quang Ninh and Hai Duong) as guided by the National Steering Committee and the Ministry of Health; taking samples for early detection of infection cases to avoid spreading the disease out to the community, and requesting all of these cases to immediately conduct the medical declaration for monitoring and updating health status.

4. Strengthening the supervision and management of the concetrated isolation zones.

5. Strengthening the implementation of COVID-19 prevention measures in the treatment facilities. Strengthening the monitorization of cases with respiratory symptoms such as fever, cough, difficul breathing, ... to detect early cases of infection that can enter the hospital from the community.

6. Strengthening the communication and guidance for the community to understand and comply with the recommendations from the health authorities; strictly implementing the preventive measures as 5K message (mask – disinfection – distance – not gather – health declaration); Applicating the information technology in investigating, tracing and managing COVID-19 infection chain.

7. Monitoring closely the epidemic situation to proactively advice the Provincial People’s Committee to handle any arising situation.

8. Maintaing the medical examination at the train stations and bus stations in the province./.
