on COVID-19 situation

I. COVID-19 SITUATION
According to the
report of the Infectious Disease Monitoring System of Ministry of Health, up to
14:00, 10/12/2020, current COVID-19 (nCoV) situation is as follows:
1. In the world
- Total: 69.260.044 cases; 1.576.151 deaths.
- Countries with
high morbidity and mortality rates:
+ USA: 15.820.042 cases, 296.698 deaths;
+ India: 9.767.371 cases, 141.772 deaths;
+ Brazil: 6.730.118 cases,
179.032 deaths;
+ Russia: 2.541.199 cases,
44.718 deaths;
+ France: 2.323.216 cases,
56.648 deaths;
- 215 countries,
territories have reported confirmed cases of infection.
2. In Vietnam
- Total: 1.381 cases / 46 provinces and cities, in which:
+ Recovered and
discharged: 1.225 cases.
+ Under
treatment: 121 cases.
+ 35 deaths.
3. In Binh Thuan province
Up to now, Binh
Thuan province has gone through 272 consecutive days without any case of
COVID-19 infection.
The number of
cases under quarantine at the centralized isolation facilities is 20 (Sand
Beach Resort: 17; Lotus Mui Ne: 03) with stable health.
II. DEPLOYMENT OF DISEASE PREVENTION IN BINH THUAN
1. Directions of Central Government, Provincial
Party Committee, Provincial People’s Committee, Steering Committee for COVID-19
Prevention and Control.
Dispatch no
4817/UBND-KGVXNV dated 08/12/2020 of the Provincial People’s Committee on the
coordination in receiving and medical isolating people, diplomats and foreign
experts entering Vietnam via Tan Son Nhat International Airport.
2. Deployment results from 16:00, 19/11/2020 to now
2.1. Steering works
- Dispatch no
4133/SYT-NV dated 07/12/2020 of the Department of Health on advising the
implementation of the Prime Minister’s Telegram no 1699/CD-TTg dated 02/12/2020
on strengthening the implementation of COVID-19 prevention and control.
- Dispatch no 4167/SYT-NV dated 09/12/2020 of
the Department of Health on implementing the Dispatch no 4817/UBND-KGVXNV dated
08/12/2020 of the Provincial People’s Committee.
2.2. Professional works
- Number of
sample taken from 16:00, 03/12/2020 to 16:00, 10/12/2020 is 37 (accumulated 1.372 samples).
- Number of
sample tested from 16:00, 03/12/2020 to 16:00, 10/12/2020 is 39 with negative results (accumulated 1.372 samples with negative results).
2.3. Propaganda works
- Continuing to
propagate the situation of acute respiratory infections caused by Covid-19 in
the entire province on website of the Department of Health, Binh Thuan Health
information page, Newspapers, Provincial Radio and Television Station.
- Binh Thuan
Radio – Television Station broadcasted 14 articles on COVID-19 prevention and
control in afternoon and evening news on both television and radio channels, in
particular:
+ Strengthening
COVID-19 prevention and control at medical examination and treatment
facilities; fighting the epidemic by the 5 “k” principle; not being subjective
in COVID-19 prevention and control; measures for the epidemic in the current
situation; places where patients visited; nearly 147 billion dong to support
the COVID-19 affected subjects; the tourism industry to strengthen measures for
COVID-19 prevention and control in the new situation; guidance in tracing cases
of close contact to COVID-19 positive cases; receiving and medical isolating
people entering via airports; the educational institutions actively to prevent
and control COVID-19; preventing COVID-19 on transportation vehicles; pushing
inspection on quarantine facilities with fees; schools in Ham Thuan Nam to
raise awareness of epidemic prevention and control; updates COVID-19 situation
on 10/12/2020.
+ The radio
channel conducted 7 times of broadcast trailer, the television channel
conducted 5 times of broadcast trailer to propagate, mobilize, recommend the
public servants, officials, employees and people raising their awareness, not
be subjective and neglect, but fully and seriously comply with the
recommendation of the Central Government, the Ministry of Health on the measures to prevent Covid-19.
- Coordinating with the Provincial Public
Security Department continuously to monitor the information on social networks
to promptly rectify and handle any case of inaccuracy, false or untrue
information on the epidemic.
2.4. Deployment results of epidemic prevention by
departments, agencies, localities and the management of tourists in Binh Thuan
2.4.1. Departments and
agencies
- By reviewing
the data from the provincial Immigration Department and the tourist
accommodation establishments, as of 10/12/2020, Binh Thuan has accommodated about
1.730 guests
(decreases 140 guests
compared to 03/12/2020), including 1.350 domestic visitors. From 03/12/2020 to 10/12/2020,
Binh Thuan welcomed about 10.500 tourist arrivals.
- Continuing to
review and conduct medical declarations for civil servants, public employees,
employees and their families and relatives who have contacted or returned from
epidemic areas; and for cases of going back from epidemic areas have made local
medical declarations and passed quarantine time in accordance with instructions
and regulations.
2.4.2. People’s Committee of districts, towns and
cities
Continue to
direct units and localities to implement strictly the Dispatch no
4710/UBND-KGVXNV dated 01/12/2020 of the Provincial People’s Committee on
strengthening the implementation of measures for COVID-19 prevention and
control in the new situation. Strengthening the communication, and monitoring
health at home, conducting medical declaration for cases coming back home from
abroad and epidemic areas in order to have timely solutions to avoid spreading
the epidemic to the community.
III. IDENTIFICATION OF EPIDEMIC DEVELOPMENT IN THE
COMING TIME
Over 272 days, Binh Thuan province has had no
new case (from March 12 to now). However, the epidemic development is still
very complicated. Currently, Vietnam has total 1.381 cases of COVID-19 infection;
there are many cases of infection in the community with 35 deaths. Therefore, it is required that we are absolutely not being
subjective, neglected, out of guard, and always ready at the highest level,
especially for the forces directly engaged in epidemic prevention and control.
IV. WORKS TO BE CONTINUATED IN THE PREVENTION AND
CONTROL OF EPIDEMIC
- Implement
strictly the Prime Minister’s Telegram no 1699/CD-TTg dated 02/12/2020 on
strengthening the implementation of COVID-19 prevention and control; Telegram
no 1852/CD-BCD dated 30/11/2020 of the National Steering Committee for COVID-19
Prevention and Control on strengthening the supervision and management of
immigration and the Dispatch no 1666/TTg-KGVX dated 36/11/2020 of the Prime
Minister on strengthening the implementation of COVID-19 prevention and
control.
- Implement
seriously the Announcement No. 1067/TB-VPTU dated 28/7/2020 of the Provincial
Party Committee Office on the Conclusion of the Standing Committee of the Provincial
Party Committee on urgent direction of measures for COVID-19 prevention and
control; Official Dispatch No. 1810-CV/TU dated 30/7/2020 of Binh Thuan
Provincial Party Committee on strengthening leadership in Covid-19 prevention
and control;
- Implementing
the directions of the PPC at the Dispatch no 5607/VP-KHVXNV dated 03/12/2020 of
the PPC Office on the implementation of the Prime Minister’s Telegram no
1699/CD-TTg dated 02/12/2020 on strengthening the implementation of COVID-19
prevention and control.

Reviewing and listing of all cases in the area that have ever traveled to Da
Nang city and other provinces with epidemic outbreaks to screen and verify
at-risk cases for organizing appropriate medical isolation according to the
guidance of the National Steering Committee and the Ministry of Health. Taking
samples for early detection of infected cases to avoid spreading the disease to
the community and request all of these cases to conduct immediately the medical
declaration for monitoring and updating of health status.

Monitoring closely the epidemic situation to proactively advise the Provincial
People’s Committee to handle any arising situation.
