on COVID-19 situation

(updated to 16h00, 24/12/2020)

I. COVID-19 SITUATION

According to the report of the Infectious Disease Monitoring System of Ministry of Health, up to 14:00, 24/12/2020, current COVID-19 (nCoV) situation is as follows:

1. In the world

- Total: 79.084.198 cases; 1.738.125 deaths.

- Countries with high morbidity and mortality rates:

+ USA: 18.684.628 cases, 330.824 deaths;

+ India: 10.099.308 cases, 146.476 deaths;

+ Brazil: 7.320.020 cases, 188.285 deaths;

+ Russia: 2.933.753 cases, 52.461 deaths;

+ France: 2.490.946 cases, 61.702 deaths;  

- 215 countries, territories have reported confirmed cases of infection.

2. In Vietnam

- Total: 1.421 cases / 46 provinces and cities, in which:

+ Recovered and discharged: 1.281 cases.

+ Under treatment: 105 cases.

+ 35 deaths.

3. In Binh Thuan province

Up to now, Binh Thuan province has gone through 286 consecutive days without any case of COVID-19 infection.

Binh Thuan General Hospital currently has received 01 new COVID-19 patient (P1414), an immigrant, with stable health. In this case, the patient has gone through a compatible receiption and quarantine process which is strictly manage from the time landing. Therefore, it is not likely to spread out to the community. The COVID-19 epidemic is under control of the province.

Currently, there arre 02 cases isolated in the concentrated medical isolation facilities, in which: 01 case at Tuy Phong Medical Center, 01 case at Lotus Muine Hotel with stable health.

II. DEPLOYMENT OF DISEASE PREVENTION IN BINH THUAN

1. Directions of Central Government, Provincial Party Committee, Provincial People’s Committee, Steering Committee for COVID-19 Prevention and Control.

Dispatch no 5954/VP-KGVXNV dated 22/12/2020 of the Provincial People’s Committee Office on implementing the directions of Provincial Party Committee and the Central Propaganda and Training Commission on COVID-19 prevention and Control.

2. Deployment results from 16:00, 17/12/2020 to now

2.1. Steering works

Dispatch no 4375/SYT-NV dated 23/12/2020 of the Department of Health on the implementation of COVID-19 prevention and control measures.

2.2. Professional works

- Number of sample taken from 16:00, 17/12/2020 to 16:00, 24/12/2020 is 37 (accumulated 1.413 samples).

- Number of sample tested from 16:00, 17/12/2020 to 16:00, 24/12/2020 is 37, including: 35 negative results and 02 positive results (01 positive sample retested); accumulated 1.376 samples, including 1441 negative resultes, 02 positive results (01 positive sample retested).

2.3. Propaganda works

- Continuing to propagate the situation of acute respiratory infections caused by Covid-19 in the entire province on website of the Department of Health, Binh Thuan Health information page, Newspapers, Provincial Radio and Television Station.

- Binh Thuan Radio – Television Station broadcasted 8 articles on COVID-19 prevention and control in afternoon and evening news on both television and radio channels, in particular:

+ Updates on COVID-19 situation; Binh Thuan recorded one case of COVID-19, an immigrant; Interview leaders of the Department of Health on handling the case of infection as well as ensuring safety for the community; Immigration isolation process; Provincial Leaders participate in the online meeting on COVID-19 prevention and control held by the Ministry of Health; To strengthen measures on epidemic prevention at the medical examination and treatment facilities; Project on supporting farmers to reproduce after COVID-19 epidemic; To reduce electricity bill for people affected by COVID-19.

+ The radio channel conducted 7 times of broadcast trailer, the television channel conducted 5 times of broadcast trailer to propagate, mobilize, recommend the public servants, officials, employees and people raising their awareness, not be subjective and neglect, but fully and seriously comply with the recommendation of the Central Government, the Ministry of Health on the measures to prevent Covid-19.

 - Coordinating with the Provincial Public Security Department continuously to monitor the information on social networks to promptly rectify and handle any case of inaccuracy, false or untrue information on the epidemic.

2.4. Deployment results of epidemic prevention by departments, agencies, localities and the management of tourists in Binh Thuan

2.4.1. Departments and agencies                

- By reviewing the data from the provincial Immigration Department and the tourist accommodation establishments, as of 24/12/2020, Binh Thuan has accommodated about 2.000 guests (decreases 120 guests compared to 17/12/2020). From 17/12/2020 to 24/12/2020, Binh Thuan welcomed about 11.000 tourist arrivals.   

- Continuing to review and conduct medical declarations for civil servants, public employees, employees and their families and relatives who have contacted or returned from epidemic areas; and for cases of going back from epidemic areas have made local medical declarations and passed quarantine time in accordance with instructions and regulations.

2.4.2. People’s Committee of districts, towns and cities

Continue to direct units and localities to implement strictly the Dispatch no 4710/UBND-KGVXNV dated 01/12/2020 of the Provincial People’s Committee on strengthening the implementation of measures for COVID-19 prevention and control in the new situation. Strengthening the communication, and monitoring health at home, conducting medical declaration for cases coming back home from abroad and epidemic areas in order to have timely solutions to avoid spreading the epidemic to the community.

III. IDENTIFICATION OF EPIDEMIC DEVELOPMENT IN THE COMING TIME

Over 286 days, Binh Thuan province has had no new case (from March 12 to now). However, the epidemic development is still very complicated. Currently, Vietnam has total 1.421 cases of COVID-19 infection; there are many cases of infection in the community with 35 deaths, Binh Thuan has recored one new case of COVID-19, an immigrant (P1412), under treatment at Provincial General Hospital. Therefore, it is required that we are absolutely not being subjective, neglected, out of guard, and always ready at the highest level, especially for the forces directly engaged in epidemic prevention and control.  

IV. WORKS TO BE CONTINUATED IN THE PREVENTION AND CONTROL OF EPIDEMIC

- Implement strictly the Prime Minister’s Telegram no 1699/CD-TTg dated 02/12/2020 on strengthening the implementation of COVID-19 prevention and control; Telegram no 1852/CD-BCD dated 30/11/2020 of the National Steering Committee for COVID-19 Prevention and Control on strengthening the supervision and management of immigration and the Dispatch no 1666/TTg-KGVX dated 26/11/2020 of the Prime Minister on strengthening the implementation of COVID-19 prevention and control.

- Executing the Dispatch no 47-CV/TU dated 14/12/2020 of the Provincial Standing Party Committee on strenthening the direction on COVID-19 prevention and control.

- Implement seriously the Announcement No. 1067/TB-VPTU dated 28/7/2020 of the Provincial Party Committee Office on the Conclusion of the Standing Committee of the Provincial Party Committee on urgent direction of measures for COVID-19 prevention and control; Official Dispatch no. 1810-CV/TU dated 30/7/2020 of Binh Thuan Provincial Party Committee on strengthening leadership in Covid-19 prevention and control;

- Implementing the directions of the PPC at the Dispatch no 4710/UBND-KHVXNV dated 01/12/2020 of the PPC on strengthening the implementation of COVID-19 prevention and control in the new situation.

- Reviewing and listing of all cases in the area that have ever traveled to Da Nang city and other provinces with epidemic outbreaks to screen and verify at-risk cases for organizing appropriate medical isolation according to the guidance of the National Steering Committee and the Ministry of Health. Taking samples for early detection of infected cases to avoid spreading the disease to the community and request all of these cases to conduct immediately the medical declaration for monitoring and updating of health status.

- Monitoring closely the epidemic situation to proactively advise the Provincial People’s Committee to handle any arising situation.
