on COVID-19 situation

I. COVID-19 SITUATION
According to the
report of the Infectious Disease Monitoring System of Ministry of Health, up to
14:00, 26/10/2020, current COVID-19 (nCoV) situation is as follows:
1. In the world
- Total: 43.346.888 cases;
1.159.097 deaths.
- Countries with
high morbidity and mortality rates:
+ USA: 8.889.179 cases, 230.510 deaths;
+ India: 7.909.959 cases, 119.030 deaths;
+ Brazil: 5.394.128 cases,
157.163 deaths;
+ Russia: 1.513.877 cases,
26.050 deaths;
+ France: 1.138.507 cases,
34.761 deaths;
- 215 countries,
territories have reported confirmed cases of infection.
2. In Vietnam
- Total: 1.168 cases / 44 provinces, cities, in which:
+ Recovered and
discharged: 1.057 cases.
+ Under
treatment: 64 cases.
+ 35 deaths.
3. In Binh Thuan province
Up to now, Binh
Thuan province has gone through 228 consecutive days without any case of
COVID-19 infection.
Currently, the
number of cases under quarantine at the centralized isolation facilities is 00.
II. DEPLOYMENT OF DISEASE PREVENTION IN BINH THUAN
1. Directions of Central Government, Provincial
Party Committee, Provincial People’s Committee, Steering Committee for COVID-19
Prevention and Control.
2. Deployment results from 16:00, 22/10/2020 to now
2.1. Steering works
On 23/10/2020,
Department of Health issued Dispatch no 3535/SYT-NV on implementing the
Announcement no 367/TB-VPCP dated 21/10/2020 of the Government Office on the
conclusion of Prime Minister Nguyen Xuan Phuc the Standing meeting of the
Government on COVID-19 prevention and control.
2.2. Professional works
- Number of
sample taken from 16h, 22/10/2020 to 16h, 26/10/2020 is 03 (accumulated 1.208
samples).
- Number of
sample tested from 16h, 22/10/2020 to 16h, 26/10/2020 is 03 with negative results (accumulated
1.208 samples with negative
results).
- Number of people
from those provinces and cities recorded infections according to the Ministry
of Health to Binh Thuan province from 16:00, 22/10/2020 to 16:00, 26/10/2020 is
00 (accumulated 3.657 cases); they are all
closely monitored and supervised by the heal agencies.
2.3. Propaganda works
- Continuing to
propagate the situation of acute respiratory infections caused by Covid-19 in
the entire province on website of the Department of Health, Binh Thuan Health
information page, Newspapers, Provincial Radio and Television Station.
- Binh Thuan
Radio – Television Station broadcasted 02 articles on COVID-19 prevention and
control in afternoon and evening news on both television and radio channels:
updates on COVID-19 situation on 26/10/2020; Dispatch no 4864/VP-KGVXNV dated
20/10/2020 of the Office of Provincial People’s Committee on implementing the
directions of Prime Minister – Vu Duc Dam regarding on the COVID-19 prevention
and control.
The radio
channel conducted 7 times of broadcast trailer, the television channel
conducted 5 times of broadcast trailer to propagate, mobilize, recommend the
public servants, officials, employees and people raising their awareness, not
be subjective and neglect, but fully and seriously comply with the
recommendation of the Central Government, the Ministry of Health on the measures to prevent Covid-19.
- Coordinating with the Provincial Public
Security Department continuously to monitor the information on social networks
to promptly rectify and handle any case of inaccuracy, false or untrue
information on the epidemic.
2.4. Deployment results of epidemic prevention by
departments, agencies, localities and the management of tourists in Binh Thuan
2.4.1. Departments and agencies
- By reviewing
the data from the provincial Immigration Department and the tourist
accommodation establishments, as of 26/10/2020, Binh Thuan received about 2.450 guests (increases 635 guests
compared to 22/10/2020), including: about 1.925 domestic
visitors, 525 international
visitors such as Russia: 95, Germany: 13,
France: 40, USA: 51, Ukraine: 9, UK: 20.
- Continuing to
review and conduct medical declarations for civil servants, public employees,
employees and their families and relatives who have contacted or returned from
epidemic areas; and for cases of going back from epidemic areas have made local
medical declarations and passed quarantine time in accordance with instructions
and regulations.
2.4.2. People’s Committee of districts, towns and
cities
- Continue to
direct units and localities to strengthen the communication, and monitoring
health at home, conducting medical declaration for cases coming back home from
abroad and epidemic areas in order to have timely solutions to avoid spreading
the epidemic to the community.
- Continue to
direct functional units to strengthen the inspection and examination to prohibit
speculation and accumulation of essential goods, medical supplies, strictly
handle the speculation, goods hoarding, price rising, causing market
instability in accordance with the laws.
III. IDENTIFICATION OF EPIDEMIC DEVELOPMENT IN THE
COMING TIME
Over 228 days,
Binh Thuan province has had no new case (from March 12 to now). However, the
epidemic development is still very complicated. Currently, Vietnam has total 1.168 cases of COVID-19 infection; there are many
cases of infection in the community with 35 deaths. Therefore, it is required
that we are absolutely not being subjective, neglected, out of guard, and always
ready at the highest level, especially for the forces directly engaged in
epidemic prevention and control.
IV. WORKS TO BE CONTINUATED IN THE PREVENTION AND
CONTROL OF EPIDEMIC
- Implement
strictly Announcement no 367/TB-VPCP dated 21/10/2020 of the Government Office
on the Conclusions of Prime Minister - Nguyen Xuan Phuc in the Standing meeting
of the Government on COVID-19 prevention and control; Official Telegram no.
1300/CD-TTg dated 24/9/2020 of the Prime Minister on COVID-19 prevention;
- Implement
strictly the directions of Deputy Prime Minister – Vu Duc Dam at Dispatch no
8627/VPCP-KGVX dated 14/10/2020 of the Government Office on the strengthening
COVID-19 prevention and control.
- Implement
seriously the Announcement No. 1067/TB-VPTU dated 28/7/2020 of the Provincial
Party Committee Office on the Conclusion of the Standing Committee of the Provincial
Party Committee on urgent direction of measures for COVID-19 prevention and
control; Official Dispatch No. 1810-CV/TU dated 30/7/2020 of Binh Thuan
Provincial Party Committee on strengthening leadership in Covid-19 prevention
and control; Official Dispatch No. 3673/UBND-KGVXNV dated 22/9/2020 of the
Provincial People's Committee on continuing to conduct the measures on COVID-19
prevention and control in consistent with the reality.

Reviewing and listing of all cases in the area that have ever traveled to Da
Nang city and other provinces with epidemic outbreaks to screen and verify
at-risk cases for organizing appropriate medical isolation according to the
guidance of the National Steering Committee and the Ministry of Health. Taking
samples for early detection of infected cases to avoid spreading the disease to
the community and request all of these cases to conduct immediately the medical
declaration for monitoring and updating of health status.

Monitoring closely the epidemic situation proactively advises the Provincial
People’s Committee to handle any arising situation.
