Regulations on the use of motorcycles, mopeds, and rudimentary vehicles for passenger and goods transport in the province

The People's Committee of Binh Thuan Province has recently issued a Decision
regulating the use of motorcycles, mopeds, and rudimentary vehicles for
passenger and goods transport within the province.
According to this regulation: Motorcycles include
two-wheeled or three-wheeled motor vehicles designed and manufactured for road
use, excluding mopeds. For three-wheeled motorcycles, the unladen weight must
not exceed 400 kg. Mopeds are two-wheeled or three-wheeled motor vehicles
designed and manufactured for road use, with a maximum designed speed of 50
km/h; if powered by an internal combustion engine, the engine displacement must
not exceed 50 cm³; if powered by an electric motor, the motor power must not
exceed 4 kW; mopeds do not include motorized bicycles. Rudimentary vehicles
include: Bicycles, which have at least two wheels and are manually operated via
pedals or cranks; motorized bicycles, including electric bicycles and
pedal-assisted bicycles, where the motor power is cut off when pedaling stops
or when the vehicle reaches 25 km/h; cyclos; wheelchairs for people with
disabilities; animal-drawn carts.
Motorcycles
and mopeds participating in road traffic must comply with the conditions
stipulated in the Law on Road Traffic Order and Safety 2024. rudimentary
vehicles used for passenger and goods transportation must meet the requirements
set by the Government and other relevant legal regulations.
Operators of rudimentary vehicles, motorcycles, and mopeds participating
in road traffic must comply with the regulations of the Law on Road Traffic
Order and Safety 2024 and have a thorough understanding of traffic rules.
Motorcycle riders must meet the legal requirements for age and health, possess
a valid driver's license appropriate for the type of vehicle they operate, and
carry the necessary documents as required by the Law on Road Traffic Order and
Safety 2024. Moped riders must understand traffic rules, have the necessary
driving skills, and meet the required age and health conditions. Helmet
requirement: Both drivers and passengers on motorcycles and mopeds must wear
helmets as mandated by law. Dress code: Operators of motorcycles, mopeds, and
rudimentary vehicles transporting passengers or goods must wear neat and
appropriate attire while participating in traffic.
Operators
of motorcycles, mopeds, and rudimentary vehicles must park and stop their
vehicles in accordance with the regulations of the Law on Road Traffic Order
and Safety 2024. They are prohibited from stopping or parking in areas where
stopping and parking are restricted under current regulations.
The
Provincial People's Committee requires departments, agencies, and media
organizations within the province to coordinate with districts, towns, and
cities to disseminate this regulation and other relevant legal provisions to
organizations and individuals using motorcycles, mopeds, and rudimentary
vehicles for passenger and goods transport. At the same time, they must
collaborate in handling violations of this regulation in accordance with the
law.
This
regulation officially takes effect on February 14, 2025.
