Reviews, advises on the adjustment, amendment and supplementation of regulations related to household registration books and temporary residence books

(binhthuan.gov.vn) The Chairman of the Provincial People's Committee has just requested the departments, agencies, people's committees of districts, towns and cities to implement a number of contents of the Law on Residence about the expiration of household registration books and temporary residence books after 31/12/2022.

 

Specifically, according to the provisions of the Law on Residence 2020, after 31/12/2022, household registration books and temporary residence books will be expired; pursuant to the Government's Decree No. 104 dated 21/12/2022 on amending and supplementing a number of articles of the Decrees related to the submission and presentation of household registration books and temporary residence books when carrying out administrative procedures, public service provision and direction of Department C06 - Ministry of Public Security, the Chairman of the PPC requests the departments, agencies, people's committees of districts, towns and cities to organize the dissemination, mastery and propagation of the contents on the expiration after 31/12/2022 of  household registration books and temporary residence books in the Law on Residence 2020, Decree No. 104 of 21/12/2022 of the Government and 07 methods of exploitation and use of citizen information replaced the presentation of household registration books and temporary residence books to all civil servants, public employees, armed forces, workers, pupils and students with the pioneer roles in promoting propaganda  on the mass media, social networks (Zalo, Facebook, ...) and guiding people and their friends for their acknowledgement. In addition, focusing on reviewing and advising on the adjustment, amendment and supplementation of regulations related to household registration books, temporary residence books or requirements on presenting papers and documents confirming residence for amendment and supplementation in accordance with regulations.

 

The Chairman of the PPC also requests the heads of agencies, units and localities to guide cadres and civil servants, officials strictly complying with the provisions of Decree No. 104 of the Government. Instead of requiring citizens to submit or present household registration books and temporary residence books, they must exploit and use information on citizens' residences in the National Database on Population and Citizen's Identity Card when settling the administrative procedures and public services.

 

People's Committees of districts, towns and cities shall direct functional units to coordinate with the Propaganda Department of the City / Town / District Party Committees to coordinate and appoint reporters to propagate about Project 06 and 07 methods of using citizen information replacing household registration books, temporary residence books. At the same time, directing the Working Group of Project 06 at commune and village levels, officials, civil servants, officials and party members to continue propagating, guiding and answering people's problems related to 07 methods of exploiting and using citizen information replacing the presentation of household registration books and temporary residence books.

 

The provincial Public Security shell direct the district and commune polices to coordinate with functional agencies to promote propaganda and dissemination of methods on exploiting and using information on residence in settling administrative procedures, providing public services for agencies, organizations, businesses and people. Arranging standing and responding forces to handle arising incidents when people carry out administrative procedures that need information about residence. Focusing on collecting citizen identification documents, electronic identification accounts, issuing certificates of residence information, notifying personal identification numbers, etc. quickly and in accordance with the law.…
