Storm shelter zone for fishing vessels in Phu Quy island, the construction works to welcome Binh Thuan Provincial Communist Party Congress

Phu Quy island district is located 56 nautical miles to the southeast of Phan
Thiet city. The waters around Phu Quy island have abundant seafood resources,
many of which have high economic value. The whole island district has more than
1,200 boats operating in fishing, logistic services. In the situation of
increasingly complicated natural disasters, the completion of the storm shelter
zone will actively prevent and mitigate losses to fishermen and fishing vessels
in Phu Quy fishing grounds, creating favorable conditions for Phu Quy island
district and Binh Thuan province to implement effectively the marine economic
development strategy. Recently, the Standing Committee of Binh Thuan Provincial
Party Committee has agreed to choose the storm shelter zone for fishing boats in
Phu Quy island as one of three construction works to welcome Binh Thuan
Provincial Communist Party Congress, term 2020 - 2025.
Storm
shelter zone for fishing boats in Phu Quy island (phase 1) is invested by the
Department of Agriculture and Rural Development with a total investment of over
VND 544 billion. This is a storm shelter zone at regional level, accommodable
for about 1,000 fishing vessels with capacity of up to 600 CV of Binh Thuan
province and neighboring provinces operating fishery activities on the South
Central Coast fishing grounds, Truong Sa islands and DK 1 Rig house to anchord,
shelter from storms, in order to minimize damages to people and means of
fishing activities, at the same time combining to develop the local fishery
logistics. The scale of water surface of the anchoring area is 55 ha. The
project's items include: Building a 952m-long West dike connecting the East
dike of Phu Quy Transport Port, with a submerged tank structure; Building East
dike in 735m long, with structure of sinking tanks and tetrapod rocks, and anchor
float system ...
According
to the Department of Agriculture and Rural Development, by the beginning of
July 2020, the construction progress of the shelter zone for Phu Quy island
fishing boats (phase 1) reached nearly 90% of the contract value. In
particular, the value of construction and installation volume of the package 09
for the breakwaters from commencement up to now has reached 87.3% of the
contract value. Package 10 for anchor float system, the value of construction
and installation volume from commencement up to now has reached 33% of the
contract value.
The
Department of Agriculture and Rural Development also notes that: Although the
weather in Phu Quy island is not favorable for construction, the contractor
will increase the manpower and means to accelerate the progress, ensuring the completion
of the construction work within the prescribed time. Based on the progress of
the implemented project and the construction schedule in the coming time, the
completion of the whole East dike item with 735/735 m long; installation of
West dike of 892/952 m long and
completion of the anchor float system, the storm shelter zone has formed the water
area of 55 ha for anchoring and avoiding storm for fishing vessels according to
the goal of Phase 1 project, as expected, by September 30, 2020, it will reach
over 95% of the contract value. This is an important project in protecting
boats when stormy season comes. Currently, the People's Committee of Phu Quy
district has been actively coordinating with the investor to overcome
difficulties and obstacles to keep the project on schedule.
Recently,
at the meeting on the implementation progress of important agricultural and
rural development projects in the province, Vice Chairman of the provincial
People's Committee - Le Tuan Phong has emphasized that the project of storm
shelter zone for fishing vessels in Phu Quy island (phase 1) is one of three
projects listed into the welcome construction works of the Provincial Communist
Party Congress in October 2020 by the Provincial Party Standing Committee;
Therefore, the Department of Agriculture and Rural Development should urgently
coordinate with the Project Management Board for
construction investment of agricultural works and rural development to work with the contractor to focus on building the
implementation progress, basically ensuring the completion in September, 2020.
At the same time, the Project Management Board for
construction investment of agricultural works and rural development should
urgently complete all procedures to disburse capital; working with the contractor
to speed up construction progress. The Vice Chairman of the Provincial People's
Committee also assigned the relevant agencies, including the Department of
Finance, the Provincial State Treasury to give priority, maximum support to
complete the capital disbursement procedure.
