Executing the direction of the Ministry of Agriculture and Rural Development
and the Provincial People's Committee on strengthening the management and
operation of the fishing vessel monitoring system and cruise monitoring
equipment installed on fishing vessels, in the coming time, the Department of
Agriculture and Rural Development is continuing to coordinate with coastal
districts, towns and cities to review the shortcomings related to the
installation of cruise monitoring equipment on fishing vessels, the operation
of the fishing vessel monitoring system of the province for correction and
remedy.
At
the same time, thoroughly and fully implementing the contents under the
direction of the Ministry of Agriculture and Rural Development, contributing to
the management and strict supervision of fishing vessels operating at sea, and
fighting against IUU fishing. The goal is to complete 100% of the installation
of cruise monitoring equipment as prescribed; update 100% of fishing vessel
data into the national fisheries database; 24/7 monitoring 100% of fishing
vessels with a length of 15m or more operating at sea through the fishing
vessel monitoring system.
Propagating
and mobilizing fishing vessel owners to install cruise monitoring equipment
according to regulations. Monthly reviewing and making statistics on the list
of fishing vessels that have not yet installed cruise monitoring equipment,
clearly stating the fishing vessel's information, the reason why it has not
been installed, the anchor position of the vessel, etc. and notify the functional
agencies and units such as Border Guard, Fisheries Control, Fisheries Control
Office for monitoring and controlling. Conducting reviews on fishing vessels
that are sunk, burned, missing, seized and confiscated by foreign countries to
take measures to revoke registration as prescribed.
Closely
coordinating with the forces of the Provincial Border Guard and the Management
Board of the provincial fishing ports in inspecting and controlling fishing
vessels entering and leaving the ports in accordance with regulations. Using the
fishing vessel monitoring system to effectively control the entry and exit of
fishing vessels into the ports; closely monitoring the sealing of lead clamps
of the equipment before fishing vessels enter and exit the ports; strictly
handling violations.
