Strengthening management of the procurement of assets and goods from the state budget in a centralized manner

order to strengthen the management of the procurement of assets and goods from
the state budget in a centralized manner in the province in accordance with
regulations, the Chairman of the Provincial People's Committee has just issued
an official dispatch requesting the heads of state agencies, public
non-business units, people's armed forces units, political organizations,
socio-political organizations, socio-political-professional organizations,
social organizations, socio-professional organizations , Project Management
Boards, People's Committees of districts, towns and cities related to the use of
assets on the list of concentrated procurement to implement seriously the
following:
Agencies and units
(the focal point for registration of concentrated procurement demand) must base
on the assigned estimates and the authorized funding sources; standards and
norms for use of machinery and equipment to summarize the demand for
procurement of state property by the annual centralized method of the
affiliated units according to the equipment configurations that have been
developed by functional agencies and the notice shall be sent to the central
procurement unit of the province (the Center for Procurement of Public Property
under the Department of Finance) according to the time notified by the Center
for Procurement of Public Property to organize the procurement in accordance
with regulations.
The Department of
Finance is assigned to periodically review goods and equipment that satisfy the
conditions on the list of goods and services for concentrated procurement as
prescribed in Article 71 of Decree No. 63/2014/ND-CP dated 26/6/2014 of the
Government detailing the implementation of a number of articles of the Law on
Bidding on contractor selection and other related regulations, reporting to the
Provincial People's Committee for decision to supplement the list of
concentrated procurement assets of the province for implementation./.
