The dispatch clearly states that in recent times, all levels and agencies in the province have effectively implemented the management, prevention, and fight against crimes and violations related to weapons, explosives, supporting tools and firecrackers. The implementation process achieved certain results, making an important contribution to ensure security and order, creating a favorable environment and conditions for local socio-economic development.

However, recently, the situation of illegally manufacturing, producing, trading, transporting, and using weapons, explosives, supporting tools and firecrackers nationwide continues to become complicated, with increasing trend. In Binh Thuan province, the police discovered, verified, and fought against two subjects who were sending and receiving supporting tools and weapon components on cyberspace and postal services.

In order strengthen prevention and fight fiercely against all types of criminal crimes; proactively prevent and fight against violations of law and all types of crimes in the field of weapons, explosives, supporting tools and firecrackers early, aiming to ensure safety and peace for the people during the Lunar New Year of Dragon in 2024; the Chairman of the PPC requests agencies under the PPC, People's Committees of districts, towns and cities and the Provincial Front and organizations to uphold the sense of responsibility and well implement the provisions of law in the field of weapons, explosives, supporting tools and firecrackers; closely coordinate with the entire political system to well carry out legal propaganda, mobilize people to hand over weapons, explosives, supporting tools and firecrackers, contributing to improving the effectiveness of the fight and prevention against crimes and law violations in this field.

The Chairman of the PPC assigns the Provincial Public Security Department to coordinate with relevant departments and agencies to advise the PPC in the implementation of State management in the fields of weapons, explosives, supporting tools and firecrackers; strengthen patrol and control on road and rail traffic routes and synchronously use professional measures to proactively grasp the situation and closely manage key areas and locations to promptly detect, arrest, and prevent weapons, explosives, supporting tools and firecrackers from being smuggled into domestic areas; review and supplement routes, areas and subjects according to each specific group of subjects to take particular measures to propagate and mobilize; fight, arrest and dismantle when detecting violations and crimes. On the other hand, strengthen inspection and guidance for fireworks businesses in the province, promptly detect and handle violations, especially abuse of business activities to illegally buy and sell firecrackers and explosive fireworks.

People's Committees of districts, towns and cities shall direct affiliated units, police forces and People's Committees of communes, wards and towns to promote propaganda; build up pilot models and launch movements of all people protecting national security associated with mobilizing the entire population to hand over and fight against crimes and illegal acts regarding weapons, explosives, supporting tools and firecrackers; direct the police force to strengthen professional measures to proactively detect and promptly prevent illegal production, trading, transportation, storage and use of weapons, explosives, supporting tools and firecrackers; continue to direct the consolidation, construction, and improvement of operational efficiency of the grassroots reconciliation team under its management in participating in resolving conflicts within the community, contributing to limiting and preventing crimes illegally using weapons, explosives and supporting tools in resolving personal conflicts.
