Strengthening measures to ensure a joyful, healthy, safe, and economical celebration of the 2025 Lunar New Year (Year of the Snake)

To prepare well for the people in celebrating the Lunar New Year joyfully,
healthily, safely, and economically, and to promote the recovery and
development of production and business in all sectors from the beginning of the
year and during the 2025 Lunar New Year (Year of the Snake), the Chairman of
the Provincial People's Committee has issued a directive requiring the heads of
departments, branches, and agencies; Chairpersons of People's Committees of
districts, towns, and cities; as well as the Vietnam Fatherland Front and local
organizations to strengthen measures ensuring a joyful, healthy, safe, and
economical celebration of the 2025 Lunar New Year.
In particular, focus will be placed
on organizing visits, encouraging, and extending New Year wishes to
revolutionary veterans, Vietnamese heroic mothers, war veterans, disabled
soldiers, families of martyrs, families with contributions to the revolution,
policy families, intellectuals, artists, people of influence in ethnic minority
communities, prominent religious figures, military units, and permanent forces
carrying out duties during the New Year period, as well as those in border
areas, islands, difficult regions, and areas with complex political security
and social order situations.
Strictly implement the management and
organization of festivals in accordance with regulations, ensuring that
activities such as celebrating the Lunar New Year, commemorating traditional
days, year-end reviews, New Year gatherings, and tree-planting festivals are
meaningful, safe, economical, and avoid extravagance, and waste. These
activities should align with cultural values, traditions, and good customs of
the nation.
It is prohibited to organize visits
or extend New Year greetings to superiors and leaders at all levels; the giving
of New Year gifts to leaders at any level in any form is strictly forbidden;
participation in superstitious activities is not allowed; attendance at
religious ceremonies and festivals is only permitted when assigned; the use of
state funds, vehicles, or public assets for festival or recreational activities
in violation of regulations is forbidden. Strict adherence to the rules on the
responsibility of setting an example for officials and party members is
required, along with compliance with the conduct that party members are
prohibited from engaging in, particularly the regulation against operating
vehicles after consuming alcohol or beer.
Strengthen the prevention, combating,
and strict handling of all forms of crime, legal violations, and social vices.
Implement a comprehensive range of measures to inspect, monitor closely, and
manage the market, stabilizing prices, ensuring a balance between supply and
demand for goods and services, ensuring food safety, environmental hygiene, and
disease prevention and control. Enhance guidance, patrols, and control to
ensure traffic order and safety, as well as fire and explosion prevention and
control. Strictly enforce regulations regarding the management and use of
fireworks, ensuring that the illegal use of fireworks does not become
widespread during the New Year period.
Organize meaningful activities to
celebrate the 95th anniversary of the founding of the Party, in
conjunction with spring celebrations and New Year festivities, creating a
joyful, excited, confident, and proud atmosphere in society. These include
cultural, sports, and festival activities during the New Year period.
Strengthen the sense of responsibility and self-awareness among the people in
complying with regulations on traffic safety, fire and explosion prevention,
food safety, environmental hygiene, and disaster and disease prevention.
Each agency and unit should review
tasks before the Lunar New Year break to ensure no delays in progress. Arrange
for staff, civil servants, and public employees to be on duty during the
holiday, promptly handling and resolving arising issues to prevent any impact
on the rights of businesses, organizations, or individuals. Strictly adhere to
the reporting and information-sharing protocol during the holiday period.
Agencies and organizations must ensure that work resumes as usual immediately
after the New Year break, focusing on vigorously and decisively implementing
all tasks for 2025 from the first months of the year.
