The directive clearly states that weather and natural disasters in recent years have been extremely abnormal, complicated and unpredictable. According to the Ministry of Natural Resources and Environment, the rainy, stormy and flood season in 2021 in the East Sea and affecting our country tends to be equivalent to the average of many years, from August to the end of 2021, and will affect the Central and South Central provinces, including Binh Thuan province. Binh Thuan area is likely to be directly affected by 1-2 storms and tropical depressions. The weather and hydrological situation in 2021 in the province will have complicated and unpredictable developments due to the extreme impacts of climate change...

In order to proactively prevent and effectively respond to the abnormal developments of natural disasters in the coming time, Chairman of People's Committees at all levels, heads of departments, agencies and units are requested to continue implementing seriously the relevant Directives and Guidance of the Central Government and the province, and to consider as the important, urgent and regular tasks of the whole political system and the whole society. Reviewing and updating to develop plans and tasks for 2021, that are specific, close to reality, of all types of natural disasters, levels of natural disaster risks that have occurred and are suitable to the characteristics of each locality, each region in order to proactively respond and prevent quickly and effectively, minimizing damage caused by natural disasters; taking the initiative in rescue and relocation of people and property to ensure safety before, during and after natural disasters.

In addition, reviewing and consolidating the organization of Command Committees for natural disaster prevention and control, search and rescue at all levels, departments and agencies to actively execute assigned tasks; getting ready according to the motto "four on-spot" in terms of forces, vehicle, equipment and necessities; assigning specific tasks and areas to each member of the Steering Committee in order to take the initiative, coordinate in administration and command for the high efficiency performance. Improving the capacity of the Offices of Standing Command Committees at all levels, especially the Provincial Offices; in which, placing the priority to the arrangement of human resources, facilities and equipment for efficient work, ensuring professionalism and meeting the assigned requirements.

Chairman of the Provincial People's Committee requests the People's Committees of districts, towns and cities to continue to review, supplement and clearly identify the key areas and regions that are often affected by natural disasters in order to develop plans, allocate resources, adjust the response scenario appropriately according to the motto "four on-spot" to prevent, response, rescue and overcome the consequences of natural disasters with the highest efficiency; adequate stockpiling adequately foods, equipment, medicine, necessities from households to each village, commune, and areas prone to separate and directly affected by natural disasters. Especially, paying attention to Phu Quy island district.

The Provincial Border Guard Command shall chair over, and coordinate with the Department of Agriculture and Rural Development, and the People's Committees of localities in the coastal areas to continue maintaining and encouraging the "solidarity groups" exploiting marine products at sea, ships at sea, especially offshore fishing vessels to operate orderly. Increasing the use of information technology application in managing fishing vessels at sea, monitoring fishing vessel activities at sea, connecting information directly with fishing vessels and ship owners' families, ensuring fishing vessels at sea to capture information quickly and promptly for proactively avoiding storms, tropical depressions or moving to a safe place, minimizing damage to people and ships. Preparing means, forces and equipment to participate in the response, search and rescue of people, vehicles and ships when incidents or natural disasters occur at sea or in seaport waters…

The Department of Agriculture and Rural Development shall direct the provincial Exploitation of Irrigation works Ltd.
