Specifically, for plans lasting for years, the People's Committees of districts, La Gi town and Phan Thiet city are assigned to continue to review more projects on technical infrastructure, public works, production and service zones, and other functional areas, that have not yet been implemented, to have plans and solutions for effective management and use. At the same time, review master plans and land funds, proactively propose investment in resettlement areas to create residential land funds to serve the implementation of works and projects in the area, especially Phan Thiet city, submit to the Department of Planning and Investment to advise the Provincial People's Committee for consideration and direction. Strengthening land management and construction order; strictly handling any case of land encroachment, land appropriation, misuse of land, and unauthorized and illegal construction in planning areas.

The Department of Natural Resources and Environment is assigned to chair over and coordinate with the People's Committees of districts, towns and cities to study the Law on Land (amended) to complete draft regulations on compensation, support and resettlement when the stated reclaims land in the province. The Department of Planning and Investment shall continue to review, urge, and coordinate with agencies and units to accelerate the implementation progress of residential projects that have been and are being implemented; at the same time, synthesize and report investment proposals in resettlement areas in districts, towns and cities in order to create land funds for resettlement when conducting socio-economic development projects, especially in Phan Thiet city.

Regarding the task of setting and zoning plans for construction of tourist areas (functional areas in districts), the Provincial People's Committee directed and assigned the Provincial Civil and Industrial Construction Investment Project Management Board and the Provincial Construction Planning Institute to be the investors, to organize the preparation of tasks, construction zoning plans of the functional areas in the province in accordance with the authorizations and regulations of the Law on Construction and other current laws. However, the progress to date has not met the requirements with many arising problems.

In order to ensure the implementation following the prescribed authorizations and schedule, the Chairman of the Provincial People's Committee has assigned the Provincial Civil and Industrial Construction Investment Project Management Board and the Provincial Construction Planning Institute to hand over all relevant documents to the District People's Committees before April 18, 2024; at the same time, report through the Department of Planning and Investment and the Department of Finance for the guidance of the implementation of procedures related to capital plan adjustment and payment of implemented works in accordance with regulations.

For the People's Committees of relevant districts, after receiving the handover documents, shall urgently review the processes and procedures, quickly prepare plans to conduct the next steps to speed up the progress of preparation, appraisal and approval of tasks and projects of zoning plans according to legal authorizations and regulations.

The Department of Construction is assigned to establish a working team to support the preparation, appraisal of construction planning; actively support, guide, coordinate and urge the People's Committees of relevant districts in the process of setting, appraising and approving plans in the area in accordance with regulations and ensuring the required quality and progress.
