Strengthening seriously the implementation of measures for COVID-19 prevention and control in the new situation
(binhthuan.gov.vn) Currently, COVID-19 epidemic is happening in a very
complicated movement in the world and in the country. In many provinces and
cities, cases are constantly appearing in the community, the risk of developing
cases in Binh Thuan is very large. However, through the actual inspection, there is
still a situation of negligence, subjectivity, loss of alertness, lack of
responsibility in epidemic prevention and control, especially not wearing
facemasks in public.
Facing the above situation,
in order to implement strictly the epidemic prevention and control under the
direction of the Prime Minister, the Ministry of Health and the Standing
Committee of the Provincial Party Committee, the Chairman of the Provincial
People's Committee has just issued a Dispatch
directing some important aspects as follows:
1. Continuing
to implement drastically, synchronously and effectively the measures for
epidemic prevention with the motto: "Active prevention, early detection,
fast isolation, effective treatment, complete handle, quick stabilization”
according to the direction of the Prime Minister. All
epidemic prevention measures must be raised to alert level, and mobilizing
"04 on-site" to implement effectively the epidemic prevention and
control.
2. Temporarily suspending several services
that are not really necessary but at high risk of spreading COVID-19 such as:
Bars, karaoke, massage, discotheques, games, spa, gym, cinamas, ... from 00 o'clock, May 8, 2021.
3. Heads of departments, agencies, and
Chaimen of the People's Committees of districts, towns and cities focuse
heavily on COVID-19 prevention and control, in which: seriously requiring the
implementation of 5K message, especially wearing facemasks, strictly
sanctioning people, tourists, officials, public employees and public servants
who do not wear facemasks in public places (as
prescribed at point a, clause 1, Article 12 of the Decree no 117/2020/ND-CP of
the Government, stipulating a fine from
VND 1 million to VND 03 million); for
cadres and public employees who do not wearing facemasks, in addition to
administrative penalties, they will also be considered for discipline according
to regulations. Strengthening the inspection and strictly sanctioning cases
of service staff at restaurants, eateries, and food and beverage establishments,
especially food and drink establishments along the national highway, who do not
comply with wearing facemask regulation; requesting establishments to commit to
taking measures to prevent and control the epidemic serving as the basis for
shutting down violators.
Temporarily suspending unnecessary conferences, meetings; not
sending cadres and civil servants on bussiness trips to epidemic areas as
notified by the Ministry of Health; restrict
welcoming and working with the delegation from the epidemic areas; in
case of holding the event, it is necessary to ensure the prevention and control
of epidemic (disinfection, wearing facemasks, distancing, ...). Mobilizing
people not to organize parties or large-scale weddings at the moment because
there is a high risk of epidemic spread out, minimizing people attending
funerals.
Strictly controling people
travelling to and returning from epidemic areas. Enhancing
the role of the duty teams for COVID-19 epidemic prevention and control at all
levels, going to every cornors, knocking on very doors, checking every subjects,
especially those who have come from abroad or other provinces for legal
supervision, channelization and isolation under the guidance of the health
sector. Preventing absolutely any case of people coming back from epidemic
areas without the consent, management, or control of the authorities. Tightening
the management of immigration, especially foreign experts, workers and
technicians.
Implementation of centralized isolation,
management period after the end of centralized isolation and COVID-19 testing
must be ensured according to Telegram no. 597/CD-BYT dated 5/5/2021 and
Telegram no. 600/CD-BYT dated 5/5/2021 of the National Steering Committee for
epidemic prevention and control.
Arranging duty forces to
ensure safety measures for epidemic prevention at all election points of
National Assembly deputies and People's Councils members at all levels for the
term 2021-2026 on May 23, 2021 such as: Wearing facemasks, disinfection,
measuring body temperature.
4. The Department of Health to activate the
entire system of prevention and treatment as well as to cooperate closely with
relevant agencies and units in the province to implement drastically,
synchronously and effectively the epidemic prevention. Raising the the alert
level in epidemic prevention and control, in which: Coordinating with agencies
to quickly and rapidly track F1 and F2 cases, localizing epidemiology, taking
large-scale samples and returning test results within 24 hours. All
F1 must be put in the centralized isolation facilities, F2 strictly isolated at
their residences. Temporarily
zoning and blocking all identified infection sites in the community. The
Department of Health to prepare an emergency response scenario.
Reviewing and preparing all
necessary resources (human, materials, biological products, tools, facilities,
medicines, protective equipment, including field hospitals ...) for the
treatment, ready for pandemic situations, even worst possible scenarios. Ensuring
a full reserve of test kits, coordinating with the central health agencies to
ensure the capacity of returning test results in 24 hours according to epidemic
situations.
Daily, synthesizing and
reporting to the Standing Committee of the Provincial Party Committee and Chairman
of the Provincial People's Committee, members of the Steering Committee before
4:00 PM on the epidemic situation during the day.
5. The Provincial Military Command to
preside over and coordinate with the Department of Health, the Department of
Culture - Sports and Tourism, the People's Committees of districts, towns and
cities, according to their assigned tasks to activate the centralized isolation
facilities. (including civil
establishments); proactively inspecting and
regularly monitoring (at least 15 days/time/facility) the centrolized
facilities and isolation at hotels, accommodation establishments ... to ensure the
strict compliance with measures
epidemic prevention, not to spread the infection in the isolation areas, from
the isolation zones to the community; preparing
plans ready to receive subjects brought into the isolation zones; preparing
plans to adjust and add more centralized isolation
facilities as required.
6. The Provincial Border Guard Command to
intensify the inspection and supervision of people and ships entering and
leaving via seaports, not allowing crew members to go onshore illegally, not
letting unauthorized persons get off the ships; strictly
preventing and handling cases of docking at boatside of foreign ships when
anchored at seaports of the province.
7. The Department of Transport to set up a
duty group to regularly inspect the prevention and control of epidemic at
transport enterprises, railway stations, bus stations, docks ... to promptly
remind and handle according to regulations.
8. The Department of Education and Training
to strictly direct the epidemic prevention and control in schools; Considering
to adjust the end term 2 examination time, program, school time to fit the
current situation of epidemic.
9. The Provincial Public Security to preside
over, coordinate with units and localities to intensify the review and
inspection of cases of illegal entry in the provine; launching
mass movements by mobilizing the Fatherlan Fronts and mass organizations at the
grassroots to participate; proposing
each citizen, family, residential group, residential area to actively detect,
report and denounce cases of strangers appearing in their localities, cases of
suspicion of illegal entry; widely
communicating violations on the mass media channels.
10. Regarding propaganda, Binh Thuan Radio -
Television to continue to increase the frequency of propaganda about epidemic
prevention and control with the aim of mobilizing people to comply with the 5K
message; urging people coming back
from the affected provinces and cities to contact local authorities and the
nearest health authority for health declaration; calling
people to check, supervise in the residential community and report if any case
coming back from the epidemic areas that have not done health declaration.
Chairmen of the People's
Committees of districts, towns and cities to direct the grassroots information
system to transmit propaganda information on epidemic prevention and control in
many creative forms, suitable to the actual situation of the locality; bringing
into play the operational efficiency of the mobile speaker system and
propagating in visual forms.
11. Heads
of departments, agencies, and chairmen of the People's Committees of districts,
towns and cities to strengthen the inspection and supervision of epidemic
prevention measures directly at their offices and must be responsible in front
of the Chairman of the Provincial People's Committee for any lack of
inspection, supervision, and responsibility in implementing the directions of
the Prime Minister, the Provincial Party Committee and the Provincial People's
Committee.
